대구광역시 8개 구·군중 중구와 달서구를 제외한 6개 구·군은 ‘2021년 예산안’에 퇴직공무원에게 기념품으로 제공할 순금메달과 순금열쇠 예산을 편성했다.

구군별로 이 예산은 수성구 200만원, 달성군 150만원, 동구 150만원, 남구 140만원, 서구 100만 원, 북구 60만원 등으로, 유일하게 중구와 달서구는 관련 예산을 편성하지 않았다. 

또,  중구, 동구, 남구, 수성구, 달성군 등 5개 구·군은 기념품과는 별도로 퇴직공무원 해외연수 예산(구·군정기여공무원 국외연수)을 편성했다. 중구 300만원, 수성구 300만원, 달성군 300만원, 동구 200만원, 남구 150만원이었으며, 서구, 북구, 달서구 등 3개 구는 예산을 편성하지 않았다.

이에 대해 대구경실련 등 단체는 “대구지역 6개 구·군이 퇴직직공무원에게 전달하려는 고가의 기념품은 구·군의 예산으로 구입하는 것으로, 그 자체만으로도 특혜, 예산낭비 논란이 제기될만한 사안”이라고 주장했다.

“퇴직공무원에게 고가의 현금성 기념품을 제공하는 것은 예산을 이용한 과도한 장기근속 퇴직 기념금품 제공 관행을 개선하라는 국민권익위원회의 권고를 무시하는 것이기도 하다”면서 “국민권익위원회는 퇴직자에 대한 과도한 기념금품 제공 관행을 개선하기 위해 2015년 12월 7일, 퇴직자에 대한 격려물품은 기관운영 업무추진비 한도 내에서 만년필, 수저·커피잔·반상기·다기 세트 등으로 제한할 것을 명시한 바 있다”고 경고했다.

 
해오연수 예산을 두고도 이들 단체는 “퇴직을 앞두고 공로 연수하는 공무원에게 해외연수 예산을 지급하는 것도 바람직한 일은 아니다”라며 “공로연수 그 자체도 문제인데다 공로연수자의 해외연수는 정년퇴직을 6개월∼1년 남겨둔 공무원에게 사회에 적응할 준비를 할 수 있도록 한다는 공로연수의 취지에도 부합되는 것으로, 공로연수자에 대한 해외연수 비용 지급 또한 특혜, 예산낭비”라고 지적했다. 

형평성 논란도 문제다. 경실련은 “2021년 예산에 편성한 퇴직공무원 1인당 기념품 예산과 해외연수 예산은 의원 1인당 수성구 500만원, 달성군 450만원, 동구 350만원, 중구 300만원, 남구 290만원, 서구 100만원, 북구 60만원, 달서구 0원으로 구·군별로 상당한 차이가 있다”고 강조하고 , “여러 상황과 정황에도 불구하고 불필요한 논란을 야기하여 행정과 공무원에 대한 시민의 불신과 불만을 야기하는 일”이라고 재차 경고했다.

그러면서 “2019년에도 논란이 되었던 해당 예산은 다시금 은근슬쩍 승인한 해당 지자체를 강력하게 비판함과 동시에 해당 의회에 관련 예산 전액 삭감”을 촉구했다.
