국민의힘 김승수 의원(대구 북구을, 문체위 간사)이 대구의 문화시설 국비지원이 전국 최하위라는 사실을 언급하며 정부에 지방의 문화 불균형 대책을 촉구했다.

김승수 의원은 문체부로부터 제출받은 자료를 분석한 결과 최근 5년간 국립문화시설 국비예산 총액 총 3조 5,213억 원 중 대구는 519억 원으로 1.4%로에 불과하다고 밝혔다.

김승수 의원실에 따르면, 문체부가 관할하는 전국 국립문화시설은 33곳으로 최근 5년간 일반회계와 특별회계를 통해 투입된 예산은 총 2조 6,346억 원이다.

이중 대구는 국립문화시설로 국립대구박물관만 위치해있어 국비지원은 233억원(0.8%)에 불과해 17개시도 중 15위를 차지했다.

반면 서울의 경우 국립중앙박물관 등 총 10곳의 국립문화시설이 위치해 1조 3,176억원(50%)으로 17개시도 중 1위를 차지하면서 국립아시아문화전당과 국립광주박물관이 있어 2위를 차지한 광주와도 약 1조 18억 원 차이를 보이며 지역 간 불균형이 심각한 것으로 나타났다.

또한 문체부가 최근 5년간 전국 지자체에 지원한 균특회계 총액은 8,867억 원이며 대구는 286억 원으로 17개시도 중 12위를 차지했다. 

앞서 언급한 문체부의 일반회계와 특별회계, 그리고 균특회계를 모두 더하면, 전국의 문화기반시설 국비 총액은 3조 5,213억원으로 대구는 519억원에 불과해 전국 17개 시도 중 15위로 최하위를 기록했다.

이에 대해 김승수 의원은 “작년과 올해 예결산심의 과정에서 정부에 지방의 문화불균형 대책을 강구하라고 몇 번을 촉구했는데도 전혀 변화가 없다”며 “전국의 문화향유 기회가 균등하게 돌아갈 수 있도록 문체부가 더 고민하고 노력해야 하는데 오히려 거꾸로 가고 있는 형태”라고 꼬집었다.

특히 김 의원은 이건희 미술관 서울 건립을 언급하며 “이건희 미술관 건립은 원점에서 재검토하고, 전국민의 고른 문화향유권 보장과 균형적인 문화기반시설 구축을 위해 정부가 특단의 대책을 마련해야 한다”고 촉구했다.

Among them, Daegu is a national cultural facility and only the Daegu National Museum is located, so the government subsidy amounted to only 23.3 billion won (0.8%), ranking 15th out of 17 cities.

In the case of Seoul, on the other hand, there are a total of 10 national cultural facilities, including the National Museum of Korea, accounting for 1.31 trillion won (50%), taking the first place among 17 cities. There is also a difference of about 1.18 trillion won, showing a serious imbalance between regions.

In addition, the total amount of special accounts provided by the Ministry of Culture, Sports and Tourism to local governments across the country over the past five years was KRW 886.7 billion, and Daegu was ranked 12th among 17 cities with KRW 28.6 billion.

If we add up the general and special accounts of the Ministry of Culture, Sports and Tourism, as well as the special accounts of the Ministry of Culture, Sports and Tourism, the total national expenditure for cultural infrastructure was KRW 3.521 trillion, or KRW 51.9 billion in Daegu, placing 15th out of 17 cities and provinces in the country.

Regarding this, Assemblyman Kim Seung-soo said, “In the process of budgeting and closing last year and this year, I urged the government several times to take measures for cultural imbalance in the localities, but there is no change at all. I should try and do my best, but I’m actually going backwards.”

In particular, Rep. Kim mentioned the establishment of the Kun-hee Lee Museum of Art in Seoul and urged the government to “review the establishment of the Lee Kun-hee Museum from the beginning and take special measures to ensure the people’s even right to enjoy culture and to build a balanced cultural infrastructure.”
