고인은 포항 대동고등학교와 서울대학교 정치학과를 졸업하,고 1995년 만26세에 제 2대 포항시의회 의원으로 정치에 입문했다. 이후 1998년 제6대 경북도의원, 2008년 제18대 국회의원, 2010년 포항시장, 2012년 제19대 국회의원, 2013년 제19대 국회의원 재보선, 2018년 제40대 포항시장, 2020년 제21대 국회의원선거에 출마했지만 모두 낙선했다. 

문재인 정부 출범 해인 지난 2017년에는 행정안전부 장관정책보좌관을 지냈고, 이듬해인 2018년에는 더불어민주당 경북도당 위원장을 역임했다. 

유족으로는 배우자와 3남1녀(상주 허승재)를 두고 있다. 

더불어민주당 경북도당은 이날 허 전 위원장의 부고 소식을 전하며 “고인은 지난 30년간 경북의 민주당으로 한길을 걸으며 지역주의를 극복하고 희망의 정치를 구현하고자 힘들고 외로운 삶을 당당하게 살아왔다”며 당원들과 함께 유가족에 위로를 전했다. 

경북도당은 허 전 위원장의 장례를 ‘경북도당장’으로 치르기로 했다. 또, 포항시종합운동장에 분향소를 설치해 시민들의 조문을 받기로 하는 한편, 임미애 현 더불어민주당 경북도당위원장, 장세호 전 경북도당위원장, 박홍근 원내대표, 안민석 협력의원단장등을 상임위원장으로, 김두관 국회의원, 우원식 국회의원을 비롯해 경북지역 각 지역위원장 등을 공동위원장에, 광역·기초의원 등을 장례위원으로 구성한다고 밝혔다. 

장례위원회는 고인의 발인일인 오는 24일 오전 9시 시민분향소가 있는 포항시종합운동장에서 영결식을 거행한 후, 금강사 추모관(경북 포항시 북구 침촌마을길 213-7)에 고인을 모실 예정이다.
