【브레이크뉴스 대구 】박은정 기자=민선8기 대구시정에 대한 대구시의회 행정사무감사가 이틀째인 9일 건설교통위원회(김지만 위원장)는 대구상수도사업본부에 대한 감사를 실시했다.

이날 행정사무감사에서는 운문댐 원수 부족 대책, 대구 수돗물 조류독소 검출 관련 대책, 죽곡사업소 질식 사고의 원인 점검, 맑은물 하이웨이 추진에 따른 준비계획 등에 대한 지적과 정책적 대안들이 제시됐다.

죽곡사업소 질식 사고와 관련해 질문에 나선 박소영 위원은" 최근 5년간 상수도 안전사고 현황을 살펴보면 2020년 10월 가창정수자 잠수자 사망사고, 같은해 12월 매곡정수장 추락사망사고 등이 있었다. 그후 안전보건교육 강화, 안전총괄팀 전담조직, 위험 공종 사전 허가제도 도입 등 사건 이후 뒷북 행정을 하고 있지 않느냐는 여론이 있다."고 지적했다.

이어 "사전 작업 허가제를 실시 했음에도 안타깝게도 안전사고가 발생했다. 이에 대한 또 다른 대책이 필요하다"며" 밀폐, 추락, 취수구 실종사고에 대해 전국 상수도 분야의 사고 원인을 분야별, 사례별로 분석해 대책을 세우는 용역을 추진한다거나 어떤 기존 자료나 메뉴얼에 따라서 실시하는게 좋지 않겠냐"며 대안을 제시했다.

대구 수돗물 녹조 마이크로시스틴 검출과 관련해 김정옥 위원은 "미국 유럽 프랑스 등 선진국들은 아동(0.3ppb)과 성인(미네소타주 0.04ppb)에 대한 녹조 마이크로시스틴의 기준이 다른걸로 알고 있다. "며" 우리나라 기준은 1ppb으로 성인, 아동이 구분되어 있지 않다. 현재 기준은 이정도는 유지해야한다는 최소한의 기준이다. 이런 기준은 개발 도상국과 후진국들이 많이 쓰는 기준"이라며 환경에 대한 경각심을 강조했다

또, 가뭄으로 인한 운문댐 원수 부족시 대책을 점검하고, 운문댐 물의 울산 공급 시 대구 수돗물이 부족할 수 있으므로 철저한 대책 마련을 주문했다.

손한국 위원은 소액 수의계약 내역을 점검하면서 일부 특정업체와 계약이 많은 점을 지적하고, 특혜 시비 등 불필요한 논란이 생기지 않도록 공평한 계약 추진을 당부했다. 

아울러 배수지 개방으로 시민들의 만족도가 높다면서 개방 가능한 배수지 6개소의 조기 개방을 요청하는 한편, 배수지 개방으로 인한 배수지 보안관리 대책을 주문했다.
