【브레이크뉴스 대구】박은정 기자=대구시의회 문화복지위원회(위원장 김재우)의 행복진흥사회서비스원에 대한 행정사무감사에서 관행적 예산 편성에 대한 지적이 제기되었다.
16일 오전 10시 대구사회서비스원, 여성가족재단, 청소년지원재단, 평생학습진흥원을 통합해 새롭게 출범한 대구행복진흥사회서비스원에 대한 행정사무감사가 실시되었다.
이날 행감에서 황순자 위원은 청소년지원본부와 평생교육진흥본부의 청소용역 예산에 대한 질의에 나섰다.
황 위원은 "청소년지원본부와 평생교육진흥본부는 청사의 규모가 비슷한데 평생교육진흥본부에는 직원이 15명이고 청소년지원본부에는 직원이 55명이다."면서 "직원 차이를 보면 사용량에 차이가 있어 청소년지원본부보다 평생교육진흥본부가 청소용역 예산이 더 많은 것에 의구심이 든다."고 지적했다.
이에 대해 정순천 원장은 "평생교육진흥본부는 병원이 활성화되어 있어 시설 관리에 집중한 것으로 보인다."면서 "또한 대관이 많기 때문에 불특정 다수들이 오셔서 많이 사용을 하다 보니까 청소량이 많다."고 설명했다.
이어 "위원님이 언급하신대로 직원들 숫자도 많다보니 직접 청소를 하고 있는 부분도 있는 것 같다."고 덧붙였다.
이에 황순자 위원은 "공공기관 통폐합을 하다 보니 이렇게 비슷한 규모의 청소율이 예산이 직접 비교가 된다는 점에서는 좀 긍정적인 면이 있다."면서 "청소용역 예산 금액에서 평생교육진흥본부가 과다한 것인지 청소년 지원본부가 열악한 것인지를 면밀히 파악해 주시고 여기에 따라서 비단 청소 용역뿐만 아니라 내외 본부에 공통으로 적용되는 운영비도 균형 있고 합리적인 예산을 편성해달라."고 당부했다.
