17일 오전 10시 30분  대구시의회의 대구경북연구원에 대한 행정사무감사에서 류종우 위원은 광주전남연구원과 공동 연구한 '2038 아시안게임’유치에 대한 질의에 나섰다.

류 위원은 "설문조사 부분, 경제적 파급 효과 분석 등 아시안게임 공동유치 용역이 부실 덩어리라는 언론 보도가 있었는데 어떻게 생각하냐"고 물었다.

이에 대구경북연구원 임규채 미래전략연구실장은 "최근 언론 보도에 나온 내용들은 주로 경제적 파급 효과로 인해서 생긴 문제들" 이라며" 똑같은 금액을 대구 기준으로 분석하는 것과 광주 기준으로 분석하는 게 다르다. 생산 유발 효과가 대구에는 1조 4천억, 부가가치 유발 효과가 7조 2천억, 취업유발 효과가 약 1만 8천 명 정도로 나왔다. 이 자료를 광주에다가 제출하고 광주는 조선대에서 별도로 분석한 내용을 합쳐서 보도 자료를 내는 과정에서 오류가 발생 한 것으로 알고 있다"고 답변했다.

용역 추진 관련해 류 의원은 "3, 4단계가 넘는 하도급으로 줘서 용역을 한 것으로 알고 있는데 이 절차가 맞는 절차 인가?"라고 질문했다.

임 실장은" 5명의 연구진을 꾸리고 수행할 수없는 부분, 체육시설 등 전문 관련되는 것은 위탁대학교 교수를 외부 연구진으로 초빙했다. 광주 하고 다르게 전문 리서치 업체를 가지고 시민 설문조사를 수행했다. 정상적으로 하도급 했다."고 말했다.

이어 "문제는 광주에서는 재하청 재하청이 한두 번 정도 더 내려간 것으로 알고 있다. 예를 들어 광주시청에서 조선대학 산학협력단으로 갔다가 거기서 다시 재하청이 들어간 이런 구조로 되어 있었기 때문에 문제가 발생한 것으로 알고 있다. 대구에서 현재까지는 크게 절차상의 문제는 없는 것으로 보고 있다."고 밝혔다.
