오는 제300회 대구광역시의회 임시회에서 5분 발언에 나서는 윤권근 의원은 대구공공시설관리공단의 나드리콜 등을 이용한 장애인 건강검진 수검 시 편의확대 방안을 제안한다고 19일 밝혔다.

윤권근 의원은 “장애인은 검진이 가능한 적절한 의료기관을 찾는 것에서부터 의료기관 진입, 탈의문제, 의료기관 내에서 이동의 어려움 등으로 인해 수검을 꺼리는 경향이 있다.”며 “이런 경향은 중증장애인에게서 더욱 크게 나타나 뇌병변장애인, 신장장애인의 건강검진 수검률이 40% 전후에 그치고 있다.”고 설명했다.

그러면서 “실제로 대구시도 ‘장애친화 건강검진기관 지정 사업’ 모집공고를 세 차례나 냈으나 대상기관을 모집하지 못했고 다른 지역에서도 대부분 공공의료원을 장애친화 건강검진기관으로 지정해 운영하고 있는 실정”이라고 설명했다.

이어 “대구시는 장애인 건강권의 보장을 위한 가장 기초적인 단계인 건강검진 수검률이 비장애인 수준으로 향상될 수 있도록 시책을 구성하고, 먼저는 지역 공공의료기관인 대구의료원을 우리 지역의 장애 친화 건강검진기관으로 지정해야 한다.”고 강조했다.

이를 위해 윤 의원은 관계부서와 협의하는 한편 상위법률의 입법동향과 발맞추어 5분 자유발언 등으로 적극적인 정책 제안을 이어갈 예정이다.

아울러 윤권근 의원은 “그 사회의 수준은 약자를 대하는 태도에서 나타난다.”며 “우리 사회에서 장애인의 수가 지속적으로 증가하고 있고, 고령화가 빠르게 진행되는 만큼, 장애친화 건강검진을 통해 건강위험 요인을 사전에 발견하여 건강관리를 해나가도록 할 필요가 있다.”고 주장했다.
