29일 권 의원은  ‘대도시권 광역교통 관리에 관한 특별법’ (이하 ‘광역교통법) 및 ‘한국토지주택공사법’ 일부개정법률안을 대표 발의했다고 밝혔다.

전 국민의 약 80%가 대도시권에 거주하게 되면서 도로·철도 등 행정경계를 넘나드는 교통수요가 급증해 심각한 교통문제가 발생하고 있다. 

이에 따라 신도시 입주민의 교통 편의 제고를 위해 광역교통 개선대책이 추진 되어오고 있으나, 기관 간 갈등 및 인·허가 지연으로 인해 도로·철도 등 주요 광역교통시설 구축이 늦어지는 상황이 빈번하게 발생하고 있다. 

이에 권영진 의원은 사업추진 과정에서 발생하는 관계 기관 간 갈등으로 인한 사업지연을 방지 하고 광역교통개선대책 내 주요 도로사업의 신속한 이행을 뒷받침 하기 위한  ‘광역교통법 일부개정법률안’ 을 대표발의했다.

해당 법안에는 ▶ 관계기관 간 이견발생 시 국토교통부장관이 협의·직권조정을 통해 갈등을 해소할 수 있도록 하는 근거 마련 ▶ 도로사업의 신속한 이행을 위한 국토부장관의 직접 승인 ▶개선대책 재원 투명한 운영 위한 광역교통계정 신설 ▶부담금 수준 완화 등의 내용이 담겨있다.

이와 함께 권 의원은 광역교통 개선대책 사업 중 지자체의 재원 부족으로 지연되는 사업에 대해 LH가 지원할 수 있도록 ‘한국토지주택공사법’ 일부개정법률안도 함께 대표발의 했다. 

권영진 의원은 “광역교통망을 계획·조정하고 대도시권의 교통문제를 해결하기 위해 대광위가 신설되었으나 갈등 및 인허가 문제 등, 다양한 요인으로 인해 광역교통정책 추진이 지지부진한 실정이다”라며 “기관 간 갈등 및 인·허가 지연 문제를 해소해 광역교통 개선대책이 신속하게 추진 될 수 있는 토대가 마련되길 바란다”고 말했다.

Kwon Young-jin proposed a bill to partially amend the Metropolitan Transportation Act to prevent delays in projects due to conflicts between related organizations that occur during the project promotion process and to support the swift implementation of major road projects within the metropolitan transportation improvement plan.

The bill includes the following: ▶ Provision of grounds for the Minister of Land, Infrastructure and Transport to resolve conflicts through consultation and ex officio adjustments when differences of opinion arise between related organizations ▶ Direct approval by the Minister of Land, Infrastructure and Transport for the swift implementation of road projects ▶ Establishment of a metropolitan transportation account for transparent operation of improvement plan resources ▶ Easing of burden levels, etc.

In addition, Rep. Kwon proposed a bill to partially amend the Korea Land and Housing Corporation Act to allow LH to support projects delayed due to insufficient local government resources among metropolitan transportation improvement plan projects.

Rep. Kwon Young-jin said, “The Metropolitan Transportation Committee was established to plan and coordinate the metropolitan transportation network and resolve transportation issues in the metropolitan area, but the implementation of the metropolitan transportation policy has been sluggish due to various factors such as conflicts and licensing issues.” He added, “I hope that the foundation will be established so that metropolitan transportation improvement measures can be quickly implemented by resolving the issues of conflicts between agencies and delays in licensing.”
