이번 조치는 민선 8기 영주시의 핵심 공약인 ‘활력있는 지역경제’를 실현하기 위한 일환으로, '영주시 기업 및 투자유치 촉진 조례'를 전면 개정하여 기업 친화적인 환경을 조성하고, 영주시가 산업 중심지로 도약할 수 있는 기반을 마련하고자 한다.

영주시는 2027년 준공 예정인 '영주 첨단베어링 국가산업단지'를 포함해 총 12개의 산업단지를 보유하고 있어 경북 북부의 산업 중심지로 자리잡고 있다. 이번 조례 개정을 통해 투자 진입 장벽을 낮추고, 유연한 지원 체계를 마련하여 기업 유치를 적극적으로 추진할 계획이다.

주요 개정 사항으로는 국내기업의 투자 기준을 기존 20억 원에서 10억 원으로, 신규 상시 고용 기준을 20명에서 10명으로 완화하여 기업의 부담을 줄였다. 또한, 고용보조금 지원 대상을 기존 내국인 근로자에서 모든 근로자로 확대해 지원 요건을 유연하게 조정했다.

특히, 대규모 투자기업 특별지원 기준을 전국 최저 수준인 500억 원 이상 투자 또는 신규 상시 고용인원 100명 이상으로 대폭 완화하여 경쟁력을 강화했으며, 물류기업 유치를 위한 지원 근거를 신설하고, 다자녀 근로자 지원 기준을 기존 세 자녀에서 두 자녀 이상으로 확대하는 등 투자 환경을 대폭 개선했다.

영주시는 이러한 조례 개정을 위해 지난해 '영주 첨단베어링 국가산업단지 기업유치 전략 수립' 용역을 진행하고, 150여 개 이상의 기업을 직접 방문하여 현장의 목소리를 반영한 개정안을 마련했다. 또한, 지난해 8월 국회의원회관에서 열린 영주첨단베어링국가산업단지 사업설명회에서 400여 명의 베어링 및 방산기업 관계자들과의 소통을 통해 기업 유치를 위한 홍보 활동도 지속적으로 이어왔다.

이번 개정 조례는 3월 공포 즉시 시행되며, 대폭 확대된 투자 인센티브를 바탕으로 영주시는 ‘영주 첨단베어링 국가산업단지’의 성공적인 분양을 위해 적극적으로 기업 유치 활동을 펼칠 계획이다.
