【브레이크뉴스 영주】이성현 기자=영주시는 영주사랑상품권의 건전한 유통질서 확립을 위해 이달 18일부터 12월 20일까지 부정유통 일제단속에 나선다.

14일 시에 따르면 이번 단속은 행정안전부의 하반기 일제 단속 계획에 따라 이루어지며, 지역사랑상품권이 본래 취지에 맞게 사용될 수 있도록 단속을 강화해 부정 유통을 근절한다.

시는 상품권 운영대행업체와 합동단속반을 구성하여 이상 거래탐지 시스템과 일련번호 추적 프로그램을 이용, 지난 5월부터 10월까지의 상품권 거래 내역 중 의심 거래를 추출해 해당 가맹점에 대해 집중단속을 벌인다.

또한, ‘부정유통 신고센터’를 통해 접수된 신고 정보를 바탕으로 단속반이 직접 가맹점을 방문해 부정 유통 여부를 확인할 계획이다.

주요 단속 및 신고 대상은 물품 판매나 용역 제공 없이 상품권을 수취·환전하는 행위, 가맹점 허위 등록을 통한 제한업종 운영 및 유령업체 활동, 상품권 결제 거부, 현금영수증 발행 거부, 현금보다 불리한 조건으로 상품권을 대우하는 경우 등이다.

적발된 가맹점에 대해서는 ‘지역사랑상품권 이용 활성화에 관한 법률’에 따라 현장 계도, 가맹점 등록 취소, 부당이득 환수, 또는 최대 2천만 원 이하의 과태료가 부과될 수 있다. 시는 중대한 위반 사항에 대해서는 경찰 수사도 의뢰할 방침이다.

박남서 영주시장은 “부정유통을 근절하기 위해 가맹점주와 시민들의 적극적인 협조를 부탁드린다”며, “지역 소상공인을 지원하려는 정책 취지가 훼손되지 않도록 철저히 단속하겠다”고 강조했다.
