이번 요금 인상은 2015년부터 2017년까지 3년 동안 10%씩 인상된 이후 8년간 요금이 동결되면서 발생한 지방공기업의 적자 문제를 해결하고, 수돗물 생산비용 증가와 노후 상수도 시설 개량, 안정적인 급수 공급을 위한 재원 확보가 필요해 불가피하게 결정됐다. 또한, 영주시 상수도 요금의 현실화율이 전국 평균보다 낮은 수준이라 행정안전부에서 지속적인 경영개선을 요구해 왔다.
