이번 사업은 2027년까지 3년에 걸쳐 진행되며, 총 56억 8,500만 원의 사업비가 투입된다. 재원은 국비 17억 500만 원, 도비 19억 9,000만 원, 시비 19억 9,000만 원으로 마련됐다. 연면적 1,651㎡ 규모의 박물관은 리모델링을 통해 문화재 보존과 관리에 최적화된 공간으로 재탄생하게 된다.

영주시는 2023년 4월 기본계획을 수립한 뒤 2024년 3월 설계에 착수했으며, 올해 6월 국가유산청으로부터 최종 설계 승인을 받고 본격적인 공사에 돌입했다.

리모델링의 핵심은 국보 ‘부석사 조사당 벽화’의 귀환을 대비한 보존·전시 공간 조성이다. 고려 우왕 3년(1377년)에 제작된 이 벽화는 국내에서 가장 오래된 사찰 벽화로, 1916년 일제강점기 당시 조사당 벽에서 분리돼 석고 보강 처리 후 보관돼 왔다. 2020년 국립문화유산연구원으로 옮겨진 뒤 현재까지 정밀 진단과 전면 보존처리가 진행 중이며, 2026년 말 박물관으로 돌아올 예정이다.

이와 함께 고려 목판, 오불회 괘불탱, 북지리 석조여래좌상, 석조석가여래좌상 등 부석사 경내에 흩어져 있는 국가 지정 문화유산도 리모델링 후 박물관으로 옮겨와 산불 등 자연재해로부터 안전하게 보관·전시될 예정이다. 또한 관람객 편의를 위해 뮤지엄샵과 휴게 공간도 신설된다.
