대구시는 급속한 고령화로 치매 환자가 지속적으로 증가함에 따라, 환자와 가족이 안심하고 치료받을 수 있는 공공 중심의 전문 의료체계 구축을 최우선 과제로 추진해 왔다. 치매는 장기 치료와 돌봄이 병행돼야 하는 질환으로, 일반 병동에서는 안전관리와 전문 돌봄 제공에 한계가 있다는 지적이 꾸준히 제기돼 왔다.
보건복지부는 2019년부터 치매 환자 특성에 맞는 시설·인력·진료체계를 갖춘 의료기관을 치매안심병원으로 지정하고 있다. 대구시는 올해 초 지정 요건에 필요한 전문 인력과 시설·장비 확충을 완료한 뒤, 보건복지부의 현지 평가를 거쳐 두 시립요양병원 모두 치매안심병원으로 지정받는 성과를 거뒀다.
앞으로 두 병원은 치매 환자 전용 병동을 운영하고, 의료·간호·재활·사회복지 분야가 참여하는 다학제 협진 체계를 기반으로 맞춤형 치료 및 재활 서비스를 제공한다. 아울러 안전 중심의 치매 친화적 환경을 조성해 공공 치매전담 기능을 강화할 방침이다.
특히 치매안심센터 및 지역 돌봄기관과 연계해 입원–치료–퇴원–지역사회 복귀로 이어지는 통합 돌봄 체계를 구축함으로써, 환자와 가족의 의료·돌봄 부담을 실질적으로 완화할 것으로 기대된다.
대구시는 이번 지정을 계기로 공공의료기관의 치매 진료 역량을 지속적으로 높이고, 시민이 체감할 수 있는 치매 의료 안전망 구축에 박차를 가할 계획이다.
이재홍 대구광역시 보건복지국장은 “치매는 개인이나 가족만의 문제가 아닌 지역사회와 공공이 함께 책임져야 할 과제”라며 “앞으로도 공공병원을 중심으로 치매 환자에게 실질적인 도움이 되는 정책을 확대해 나가겠다”고 밝혔다.

Going forward, both hospitals will operate dedicated dementia wards and provide customized treatment and rehabilitation services based on a multidisciplinary collaborative system involving medical, nursing, rehabilitation, and social welfare professionals. Furthermore, they plan to strengthen the public dementia care function by fostering a safe, dementia-friendly environment.
In particular, by establishing an integrated care system encompassing admission, treatment, discharge, and community reintegration in collaboration with Dementia Care Centers and local care facilities, Daegu City expects to substantially alleviate the burden of medical and caregiving on patients and their families.
With this designation, Daegu City plans to continuously enhance the dementia treatment capabilities of public medical institutions and accelerate the establishment of a dementia care safety net that citizens can feel.
Lee Jae-hong, Director of the Daegu Metropolitan City Health and Welfare Bureau, said, “Dementia is not just a problem for individuals or families, but a task that the community and the public must take responsibility for together,” and added, “We will continue to expand policies that provide practical help to dementia patients, focusing on public hospitals.”
