이번 포럼은 두류공원의 대한민국 제1호 국가도시공원 지정을 목표로 시민 공감대를 확산하고 추진 동력을 확보하기 위해 마련됐다.

‘국가도시공원’은 국가적 기념사업, 자연경관 및 역사·문화유산 보전, 국토 균형발전 등을 목적으로 국토교통부 장관이 지정하는 공원이다. 지정될 경우 관리 주체는 지방자치단체가 맡되, 국가 차원의 행정·재정적 지원을 받을 수 있다.

대구시는 지난해 '도시공원 및 녹지 등에 관한 법률' 개정으로 두류공원이 국가도시공원 지정 요건을 충족하게 됐다고 설명했다. 이에 따라 두류공원을 대한민국을 대표하는 상징적 랜드마크이자 국토 균형발전의 성공 모델로 조성한다는 구상이다.

이날 포럼에서는 지정 추진을 위한 정책 방향과 전략이 제시됐다. 발제를 맡은 ㈜유신은 “두류공원은 2·28민주운동의 역사성과 치맥페스티벌 등 세계적 인지도를 갖춘 대표 공원”이라며 법령 기준에 부합하는 여건 정비와 상징성 강화, 체계적 보전·관리 기반 구축, 시민 참여 확대의 필요성을 강조했다.

이어 (사)그린트러스트 이제화 박사는 센트럴파크 사례를 소개하며 “공원의 지속적이고 안정적인 운영을 위해서는 행정·기업·시민단체가 함께하는 거버넌스 체계 구축이 필수적”이라고 제언했다.

한경국립대학교 안승홍 교수는 “국가도시공원의 지정과 안정적 운영을 위해 시민사회의 적극적인 관심과 참여가 중요하다”고 말했다.

패널로 참석한 황영도 대구경북조경협회장은 “두류공원은 시설 인프라와 이용률이 높은 공원”이라며 “기존 물리적 기반을 토대로 역사성과 문화적 가치를 체계화하는 스토리텔링 전략이 필요하다”고 강조했다.

김정섭 대구광역시 환경수자원국장은 “두류공원은 역사적 의미와 대형 축제 기능을 동시에 갖춘 대구의 대표 공원으로, 체계적 관리와 안정적 운영을 위해 국가도시공원 지정은 반드시 추진해야 할 과제”라며 “전문가 의견과 시민 요구를 반영해 시민·전문가·행정이 함께하는 ‘거버넌스형 시민추진단’을 구성·운영하겠다”고 밝혔다.

Daegu Metropolitan City held the 'Duryu Park National Urban Park Designation Policy Forum' on the 27th at the Dalgubeol Hall of the Culture and Arts Center in Duryu Park, with approximately 100 citizens and experts in attendance.

The forum presented policy directions and strategies for promoting the designation. Yushin Co., Ltd., which presented the plan, stated, "Duryu Park is a representative park with global recognition, including its historical significance for the February 28th Democratic Movement and its Chicken and Beer Festival." It emphasized the need to establish legally compliant conditions, strengthen its symbolism, establish a systematic preservation and management foundation, and expand citizen participation.

Dr. Lee Je-hwa of Green Trust then presented the case of Central Park and suggested, "For the sustainable and stable operation of parks, establishing a governance system involving the administration, businesses, and civic groups is essential."

Professor Ahn Seung-hong of Hankyung National University stated, "Active interest and participation from civil society are crucial for the designation and stable operation of national urban parks."

Hwang Young-do, President of the Daegu-Gyeongbuk Landscape Architecture Association and a panelist, emphasized, "Duryu Park boasts a well-developed infrastructure and high utilization rate. A storytelling strategy that systematizes its historical and cultural value based on the existing physical foundation is necessary."

Kim Jeong-seop, Director of the Environment and Water Resources Bureau of Daegu Metropolitan City, said, “Duryu Park is a representative park of Daegu that has both historical significance and large-scale festival functions, and its designation as a national urban park is an absolutely necessary task for systematic management and stable operation.” He added, “We will form and operate a ‘governance-type citizen promotion group’ in which citizens, experts, and the administration will work together to reflect expert opinions and citizen demands.”
