대구시는 지난 10일 1차 동향 점검회의를 통해 지역 내 대(對)중동 수출 상황을 분석한 결과, 전체 수출 비중은 2~3% 수준으로 낮지만 중동 지역에 수출하는 기업은 258개사이며 이 가운데 수출 비중이 50% 이상인 기업은 48개사로 파악됐다고 밝혔다. 특히 차도르 생산에 사용되는 폴리에스터 직물 관련 기업 비중이 높은 것으로 나타났다.

이에 시는 중동 의존도가 높은 48개사를 위기 기업으로 분류해 집중 관리하고, 수출기업 지원과 민생경제 안정 대책을 병행 추진하기로 했다.

수출기업·운송업계 지원 확대

대구시는 중동 지역 7개국(UAE, 사우디아라비아, 이라크, 카타르, 쿠웨이트, 이란, 바레인) 수출 비중이 높은 기업과 이번 사태로 피해를 입은 기업을 대상으로 지원에 나선다.

우선 호르무즈 해협 우회 항로 이용 등으로 물류 부담이 증가한 기업에 대해 기업당 최대 400만 원의 수출물류비와 최대 700만 원의 수출보험료를 지원한다.

또한 휴업이나 해외 결제 지연 등으로 자금난을 겪는 기업을 위해 긴급경영안정자금을 편성하고, 향후 무역사절단 파견이나 해외 전시회 참가 시 가점을 부여하거나 우선 선정할 계획이다.

경유 가격 상승으로 어려움을 겪는 도로 화물 운송업과 건설장비 운영업 등 운송업계를 위해서는 총 500억 원 규모의 특별보증도 시행한다. 기업당 2억 원 이내에서 보증을 지원하며 보증료율 감면과 이차보전 연계 지원도 추진한다.

주유소 가격 점검 강화

유가 상승에 따른 시민 부담을 줄이기 위해 지역 내 석유류 수급 안정과 불법 유통 방지를 위한 특별 지도·점검도 실시한다.

대구시와 구·군, 한국석유관리원 대구경북본부가 합동으로 오는 27일까지 관내 주유소 344곳을 대상으로 점검을 진행한다. 최근 가격이 급등했거나 평균 가격보다 높게 판매하는 업소, 민원이 잦은 업소를 중심으로 가격표시제 준수 여부와 부적합 석유 판매, 정량 미달 판매 등을 집중 점검한다. 위반 사항이 적발될 경우 과태료 부과나 영업정지 등 행정조치가 내려진다.

임금체불 예방 점검 실시

대구시는 경제 충격이 근로자 생계 문제로 이어지는 것을 막기 위해 임금체불 예방 점검도 실시한다. 오는 27일까지 대구시와 구·군, 산업단지, 노사단체 등이 참여하는 점검반을 운영해 체불 취약 사업장을 대상으로 융자 지원과 생계비 대부 등 각종 지원 제도를 안내한다.

또한 임금체불 신고가 접수될 경우 대구지방고용노동청과 연계해 신속히 처리할 방침이다.

소비 진작 대책 추진

경기 불확실성 확대에 따른 소비심리 위축을 막기 위해 지역 소비 활성화 대책도 추진한다. 대구시는 추가 예산 투입 없이 기존 사업을 연계해 상반기 집중 추진한다는 계획이다.

대표적으로 ▲‘대구로 앱’ 온누리상품권 가맹점 이용 시 페이백 제공 ▲타 지역 관광객 숙박 인증 시 ‘대구로페이’ 카드 지급 ▲SNS 소비 인증 챌린지 ▲동성로와 두류젊코 상권 활성화 행사 ▲공공기관과 골목상권을 연결하는 ‘골목데이’ 등을 추진한다.

김정기 대구광역시장 권한대행 행정부시장은 “중동 지역 위기로 글로벌 경제의 불확실성이 커지고 있는 상황에서 지역 기업과 서민경제에 미칠 부정적 영향을 최소화하기 위해 모든 행정 역량을 집중하겠다”며 “사태가 장기화될 경우 추가 대책도 마련하겠다”고 말했다.

First, companies facing increased logistics burdens due to the use of detour routes through the Strait of Hormuz will receive up to KRW 4 million in export logistics costs and up to KRW 7 million in export insurance premiums per company.

Furthermore, an emergency management stabilization fund will be allocated to companies experiencing financial difficulties due to business closures or delayed overseas payments. Furthermore, the city plans to grant additional points or prioritize participation in future trade missions and overseas exhibitions.

A total of KRW 50 billion in special guarantees will be implemented for the transportation industry, including road freight transport and construction equipment operators, facing difficulties due to rising diesel prices. To prevent a decline in consumer sentiment due to growing economic uncertainty, the city of Daegu is also pursuing measures to stimulate local consumption. The city plans to focus on these initiatives in the first half of the year, linking them with existing projects without additional budget allocation.

Key initiatives include: ▲ Cashbacks for use at participating Onnuri gift certificate stores through the Daegu-ro app; ▲ Issuing Daegu-ro Pay cards to tourists from other regions who verify their accommodations; ▲ Social media consumption verification challenges; ▲ Dongseong-ro and Duryu Youth Co. commercial district revitalization events; and ▲ "Golmok Day," connecting public institutions with local businesses.

Acting Daegu Mayor Kim Jeong-gi stated, "With the growing uncertainty in the global economy due to the crisis in the Middle East, we will focus all our administrative capabilities to minimize the negative impact on local businesses and the economy of ordinary citizens." He added, "If the situation is prolonged, we will prepare additional measures."
