【브레이크뉴스 대구】진예솔 기자=농업과 농촌의 공익적 가치를 제도적으로 뒷받침하려던 ‘농업인공익수당 지급 조례안’이 대구시의회 상임위원회 문턱을 넘지 못했다. 

지역 농업 현실에 대한 무관심과 늦장 대응이 또다시 반복되는 것 아니냐는 지적이 나온다.

김원규 대구시의원(달성군2)이 대표 발의한 '대구광역시 농업인공익수당 지급 조례안'은 22일 열린 제318회 임시회 경제환경위원회 심사에서 기권 1표, 반대 5표로 부결됐다.

이 조례안은 대구시에 1년 이상 거주하고, 직전년도 기본형공익직불금을 수령한 농업인을 대상으로 공익수당을 지급하는 내용을 담고 있다. 

시가 구·군의 사업 시행에 필요한 경비를 일부 보조하고, 수당 지급과 환수 요건 등을 명확히 규정하는 등 제도적 틀을 마련하려는 시도였다.

김원규 의원은 조례안 심사에서 “농업은 단순한 생산 활동을 넘어 환경 보전, 경관 유지, 생태계 지지 등 다양한 공공 기능을 수행하고 있다”며 “이를 사회적으로 인정하고 보상할 장치가 필요하다”고 주장했다. 

그러나 상임위는 이 같은 문제 제기에도 불구하고 사실상 예산 부담을 이유로 조례안을 기각했다.

김 의원은 이에 대해 “대구는 6개 광역시 중 농업인 수가 가장 많음에도 불구하고 예산 부족만을 이유로 농업을 외면하고 있다”며 “이미 전국 15개 광역자치단체가 공익수당을 시행하거나 준비 중인 상황에서 대구만 소극적인 태도로 일관하고 있는 현실이 안타깝다”고 비판했다.

특히 그는 “2021년, 대구시가 무상급식과 무상교복을 전국에서 가장 늦게 시행한 전례를 또다시 반복할 수 없다”며 “공익적 가치를 제도적으로 인정하고 보호하는 데 대구시가 더 이상 늦장 대응을 해선 안 된다”고 강조했다.

조례안이 상임위 문턱을 넘지 못하면서, 대구시는 공익수당 도입 논의에서 한 발짝도 앞으로 나아가지 못하게 됐다. 

그동안 청년 정책, 교육 복지 등 여러 사안에서 ‘전국 꼴찌’라는 비판을 받아온 대구시가 이번에도 시대 흐름을 따라가지 못한 채 농업의 공익적 가치를 외면한 것은 아닌지, 지역사회 안팎에서 우려가 커지고 있다.

This ordinance includes the payment of public interest allowance to farmers who have lived in Daegu City for more than one year and received the basic public interest direct payment in the previous year.

It was an attempt to establish an institutional framework by providing partial subsidies for the city’s expenses required for implementing district and county projects and clearly stipulating the payment and recovery requirements for allowances.

During the review of the ordinance, Rep. Kim Won-gyu argued that “agriculture is not just a simple production activity, but also performs various public functions such as environmental conservation, landscape maintenance, and ecosystem support,” and that “a system is needed to socially recognize and compensate for this.”

However, despite raising these issues, the standing committee effectively rejected the ordinance, citing budgetary burden as a reason.

Rep. Kim criticized this, saying, “Despite having the largest number of farmers among the six metropolitan cities, Daegu is turning its back on agriculture solely due to budgetary constraints,” and “It is regrettable that Daegu is the only one consistently taking a passive stance while 15 metropolitan autonomous bodies across the country are already implementing or preparing public service allowances.”

In particular, he emphasized, “We cannot repeat the precedent of Daegu being the last in the country to implement free school meals and free school uniforms in 2021,” and “Daegu must no longer be late in institutionally recognizing and protecting public service values.”

As the ordinance failed to pass the standing committee threshold, Daegu City was unable to make any progress in the discussion on introducing public service allowances.

Concerns are growing both inside and outside the local community that Daegu City, which has been criticized as being ‘last in the nation’ in various issues such as youth policy, education and welfare, is once again failing to keep up with the times and turning a blind eye to the public service value of agriculture.
