이번 조치는 겨울철 난방비 부담이 큰 취약계층의 주거 여건을 개선하고 에너지 비용 부담을 완화하기 위한 것으로, 기존 세대원 수에 따라 차등 지급하던 방식과 달리 추가 지원 대상 가구 전체에 14만 7천 원을 일괄 지급하는 것이 특징이다.

이에 따라 2025년도 동절기 에너지바우처 지원 금액은 ▲1인 세대 29만5천200원에서 44만2천200원 ▲2인 세대 40만7천500원에서 55만4천500원 ▲3인 세대 53만2천700원에서 67만9천700원 ▲4인 이상 세대 70만1천300원에서 84만8천300원으로 각각 14만7천 원씩 인상된다.

추가 지원 대상은 현재 에너지바우처를 수급 중인 가구 가운데 등유 또는 LPG를 주 난방원으로 사용하는 세대다. 다만 요금 차감 방식으로 지원을 받는 가구를 비롯해 연탄쿠폰 수령자, 긴급복지 지원 대상자, 보장시설 급여 수령자, 교정·치료감호시설 수용자 등은 대상에서 제외된다.

추가 지원금은 14만 7천 원이 충전된 선불카드 형태로 지급되며, 한국에너지공단 안내에 따라 2026년 1월 16일부터 관할 읍·면사무소에서 수령할 수 있다. 사용 기한은 기존 에너지바우처와 동일하게 2026년 5월 25일까지다.

김주수 의성군수는 “도시가스와 달리 요금 할인 혜택이 없는 등유·LPG 사용 가구는 상대적으로 높은 연료비로 인해 겨울철 추위에 더욱 취약할 수밖에 없다”며 “앞으로도 에너지 사각지대를 지속적으로 발굴·개선해 군민들에게 실질적인 도움이 되는 복지 행정을 펼쳐 나가겠다”고 말했다.

Households currently receiving energy vouchers and using kerosene or LPG as their primary heating source will be eligible for the additional support. However, households receiving support through bill deductions, recipients of coal briquette coupons, recipients of emergency welfare assistance, recipients of welfare facility benefits, and those in correctional or treatment facilities are excluded from the program.

The additional subsidy will be provided in the form of a prepaid card loaded with 147,000 won. It can be collected from local township or district offices starting January 16, 2026, according to guidelines from the Korea Energy Agency. The expiration date, the same as the existing energy voucher, is May 25, 2026.

Uiseong County Mayor Kim Ju-soo stated, "Unlike city gas, households using kerosene and LPG, which do not receive discounts, are inevitably more vulnerable to the winter cold due to their relatively high fuel costs." He added, "We will continue to identify and address energy blind spots and implement welfare programs that provide practical assistance to our residents."
