'의성 전통수리 농업시스템'은 국가적으로 보전 가치가 높은 농업유산 자원으로 평가받아 농림축산식품부가 지정한 국가중요농업유산이다. 의성군은 해당 농업유산을 체계적으로 보전·관리하고 농업소득 증대로 연계하기 위해 ▲계획수립 ▲보전·관리 ▲가치 제고 등 3개 분야를 중심으로 하드웨어(H/W)와 소프트웨어(S/W) 사업을 단계적으로 추진하고 있다.

계획수립 분야에서는 '농어업인 삶의 질 향상 및 농어촌지역 개발 촉진에 관한 특별법'에 따라 보전·관리 및 활용계획을 수립해 제도적 기반을 마련했으며, 국·도비 연계 예산 발굴과 확보를 통해 사업의 지속성을 강화하고 있다.

보전·관리 분야에서는 농업유산 자원 전수조사를 실시해 데이터베이스(DB)를 구축하고, 주민협의체를 대상으로 한 역량 강화 교육과 전통문화 계승, 생물다양성 유지를 위한 공동 활동을 지속적으로 지원하고 있다.

특히 가치 제고 분야에서는 전통 관개시설물로서의 세계적 보전 가치를 인정받아 2022년 국제관개배수위원회(ICID)로부터 세계관개시설물유산(WHIS)에 등재되는 성과를 거뒀다. 현재는 유엔 식량농업기구(UN FAO) 세계중요농업유산(GIAHS) 등재를 추진 중으로, 올해 최종 등재를 목표로 과학기술자문위원회(SAG) 심의 결과에 적극 대응하고 있다.

의성군은 향후 GIAHS 등재를 계기로 농업유산 지역을 ‘지붕 없는 생태박물관(에코뮤지엄)’으로 조성해 농업소득 증대와 지역경제 활성화를 동시에 도모하는 지역 단위 농촌관광 모델로 육성할 계획이다. 이를 위해 주민 해설사 양성, 관광 콘텐츠 개발, 농특산물 상품화 등 연계 사업도 본격 추진할 방침이다.

주민협의체 조경래 대표는 “농식품부와 경상북도가 직접 방문해 농업유산 보전과 활용에 깊은 관심을 가져준 데 감사드린다”며 “앞으로도 지역 주민으로서 자부심을 갖고 소중한 자원을 지켜나갈 수 있도록 지속적인 지원을 바란다”고 말했다.

김주수 의성군수는 “농식품부 내 농업유산 담당 부서가 농촌경제과에서 농촌공간계획과로 변경되면서 농촌특화지구 조성 등 정책 논의가 더욱 활발해질 것으로 기대된다”며 “의성 전통수리 농업시스템을 지속적이고 체계적으로 보전·관리해 농업유산 자원을 지역의 새로운 소득원으로 발전시키고, 세계적인 모범 사례로 만들어 가겠다”고 밝혔다.

Currently, the site is pursuing nomination as a Globally Important Agricultural Heritage Site (GIAHS) by the Food and Agriculture Organization of the United Nations (FAO). Uiseong County plans to capitalize on the GIAHS designation by developing agricultural heritage sites into "roofless eco-museums (eco-museums)" and fostering them as regional rural tourism models that simultaneously increase agricultural income and revitalize the local economy. To this end, the county plans to actively pursue related projects, including training community guides, developing tourism content, and commercializing agricultural specialties.
