대구 수성못은 1920년대 처음 조성되어 일대에 농업용수를 공급해왔으나,  이미 1986년경부터는 농업용수 공급 기능을 상실하였다, 이후 수성구는 약 40년간 영상음악분수 설치, 생태복원사업 추진, 각종 편의시설 보완 등을 통해 수성못을 관리해왔다. 이러한 노력을 통해 수성못은 대구시민의 힐링공간이자 대구를 대표하는 관광지로 자리매김했다.

실제로 수성못은 대구광역시가 선정한 ‘대구 12경’중 한 곳이며, 지난 7월에는 한국관광공사에서 선정하는 ‘안심관광지’에 이름을 올리기도 했다. 대구광역시가 내국인 관광객 2,000명(대구시민 제외)을 대상으로 설문조사하여 발표한 ‘2021 대구관광실태조사’에 따르면, 수성못을 방문한 관광객의 재방문 비율은 92.2%로 대구 관광지 전체 평균(64.3%)보다 월등히 높았다.

이인선 의원은 “수성못은 농업용수 공급의 기능이 상실된지 40년이 다 되어가고, 시민들의 휴식처와 대구를 찾는 관광객의 최고 명소로 자리잡은지 오래”라며, “지역 특색에 맞게 활용할 수 있도록 지방자치단체에 소유권을 무상양여하는 것이 타당하다”고 개정안 발의 이유에 대해 설명했다.

아울러 “개정안이 반드시 통과되어 수성못이 온전히 대구시민의 품으로 돌아와서 세계적 수준의 문화관광 공간으로 만들어 갈 수 있도록 최선을 다하겠다.”고 밝혔다.
