울릉군은 위원회를 통해 「국토의 계획 및 이용에 관한 법률」및 다른 법령 등 에서 심의 또는 자문을 받아야 하며 김종철 교수는 경관 분야의 전문가로 자문 활동을 펼칠 예정이다.

김종철 교수는 현재 경상북도 문화재위원, 경북지역문화협력위원, KEDI 국가교육통계연구본부 자문위원, 경기도 전통사찰보존위원, 아산시 기술자문위원, 천안시 시민고충처리위원, 대구시 지방분권협의회 위원 등과 정부 및 지자체 문화 관련 위원회 및 문화사업 관련 평가위원회 위원(장) 등을 맡아 지역 문화 협력 및 진흥을 위하여 활발한 활동을 하고 있다.
