23일 남진복 의원은 대구지방법원 앞에서 포항지방해양수산청에서 추진해 온 포항-울릉간 카페리여객사업자 선정과정에서 ㈜H해운의 집행정지신청과 법원결정 지연 등 조기취항이 어려워진 것에 대해 빠른 결정을 촉구하며 1인 시위에 나섰다.

그는 “울릉도는 연간 100일도 훨씬 넘게 육지와의 교통이 단절됨에 따라 일상생활에서 겪는 군민고통이 비참하기 이를 데 없어 전천후 여객선 취항만이 살길이었다. 최근 당국의 조치로 카페리여객선취항이 눈앞에 다가온 듯 했으나 사업자 적격여부를 두고 법적다툼이 생김에 따라 울릉도의 꿈 실현이 기약 없이 표류할까 걱정이 태산이다”라며 울릉도민들이 겪고 있는 우려와 불편에 대해 목소리를 높였다.

그러면서 남 의원은 “울릉군민은 누가 사업자로 선정되든 관심 없고 오로지 동 사업 집행정치신청에 대한 법원 결정이 하루속히 내려져 사업자 선정절차가 정상화되기만 바랄 뿐이다. 오는 26일 심문기일에서 결판내달라. 불쌍한 울릉군민 생지옥에서 구해달라”고 강조했다.

남의원에 따르면, 울릉도는 연간 100일 넘게 해상교통이 단절됨에 따라 주민들의 일상생활이 비참하기 이를 데 없고, 특히 지난해부터는 소형여객선 운항으로 그 고통이 가중되고 있는데, 작년 12월부터 현재까지 36일이나 발이 묶여 결항률이 45%에 이르고, 5일 이상 연속결항도 3차례나 돼 정도가 심각한 상황이다. 

이 가운데 지난해 말 당국(포항지방해양수산청)의 조치로 카페리여객사업자 공모에 들어갔으나 적격여부를 둘러싼 법적다툼으로 사업자 선정이 늦어지고 있는 것이다.

남 의원은 “울릉도는 지역 특성상 3월부터 신선농수산물 수송수요가 급증하고 본격적인 관광시즌이 시작되는데 여전히 카페리여객선 취항이 자꾸만 지연되고 있어 지역농가와 관광업계의 고통심화는 물론 군민들의 불안과 불만이 극에 달해 있다”고 설명했다.

심문기일인 26일까지 출근전을 계속한다고 밝힌 남진복 의원은 “전천후여객선 취항을 위해 온몸을 던지겠다”는 각오를 재차 밝혔다.
