대구시와 경상북도가 역대 가장 많은 국비확보에 성공하면서 대구 4조원, 경북 10조원 시대를 열었다.

3일 2022년 정부예산 국회 심의 결과 대구시는 투자사업 분야에서 정부안 3조 7천940억 원보다 2천193억 원이 증액된 4조 133억원을 확보했다. 이는 올해 국비 확보액 3조 4천756억 원보다 5천377억 원(15.4%)이 증액된 규모로, 첫 국비 4조원 시대가 열렸다.

특히 대구시는 “복지 분야 국비 2조 1천857억 원과 보통교부세 1조1천162억 원을 포함하면 7조 원대 국비 확보라는 점에서 괄목할 만한 성과”라고 특별한 의미를 부여했다. 

대구시 관계자는 “이러한 성과는 지난해부터 이어진 미증유의 코로나19 위기 상황을 모범적으로 대처하면서도 미래 먹거리 발굴을 위한 전략 수립과 투자사업개발 등을 착실하게 해온 결과”라고 자평하고 “대구시의 미래성장동력이 될 핵심사업을 안정적으로 추진할 수 있는 토대를 마련함과 동시에 위축된 시민 생활과 지역경제에 활력을 불어넣을 수 있는 돌파구를 마련할 수 있게 됐다”고 덧붙였다.

권영진 대구시장은 “내년도 정부예산에 대구시의 핵심사업 분야인 5+1 신산업, 지역주력산업 고도화, 미래도시 공간 혁신 등 ‘위드코로나’ 속 일상 회복과 경제도약을 위해 꼭 필요한 내실 있는 사업들이 반영되어 대구의 새로운 도약에 탄력을 받을 것으로 기대된다”면서 “이 온기가 그간 어려운 시간을 참고 인내해 온 지역기업과 시민들의 생활에 고스란히 전해지기를 바란다”고 말했다.

경상북도 역시 사실상 역대 최대 규모의 국비를 확보했다. 경북도의 순수 지역 국비확보 금액은 10조 175억원으로,고속도로와 철도 등 국책 건의사업 5조 4천335억 원과 경북도 예산서에 편성되는 일반 국고보조금 4조 5천840억 원을 합한 금액이다.

이 규모는 지난해 국비예산 9조 7천162억원 대비 3.1% 늘어났고, 국책 건의사업의 경우 지난해 5조 808억 원보다 6.9% 증가한 수치다. 

이철우 경북도지사는 “우선 1년간 국비 예산 확보를 위해 밤낮없이 노력해온 전 직원들의 노고에 고마운 마음을 전한다”며“올해는 꼭 필요로 하는 적재적소의 사업들을 모두 국가투자예산에 담을 수 있었던 것이 자랑스럽다. 어렵게 확보한 국비예산인 만큼 알뜰하게 집행해 성과를 내고, 코로나 위기도 조기에 극복할 수 있도록 최선을 다하겠다”고 말했다. 

한편, 대구시와 경상북도의 역대 최대규모의 국비 확보 성과에는 지역 국회의원들의 전폭적인 지원이 큰 몫을 한 것으로 알려졌다. 

대구시의 경우, 전체 지역 국회의원들이 어느 때보다 관심을 보였을 뿐 아니라, 누구보다 추경호 국민의힘 대구시당위원장(국민의힘 원내수석부대표)의 노고가 있었다는 게 대구시의 평가다. 특히 김승수 의원( 대구 북구을)은 국회 사무실을 국비 확보 상황실로 흔쾌히 내주고, 국회 심의기간 동안 한 팀처럼 함께 고생한 것으로 알려졌다. 

경북 역시 윤두현 국회의원과 정희용 국회의원을 필두로 이만희 국민의힘 예결위 간사의 지원이 있었다. 정희용 의원은‘경상북도 국비지원 캠프’를 위한 공간을 제공하고 국회 대응을 위한 전략 조언에 나서는 등 누구보다 적극적으로 국비 확보전에서 뛴 것으로 알려졌다.
