수산물산지거점유통센터(FPC·Fisheries Products Processing & Marketing Center)는 산지에서 생산된 수산물을 수집해 전처리·가공·포장 과정을 거쳐 상품화하거나 대형 소비처에 공급하는 핵심 유통 거점 시설이다. 이 사업은 산지 수산물 처리 물량을 규모화하고 고부가가치 상품 개발을 통해 소비자 수요를 충족하는 동시에 생산자의 수취 가격을 높이기 위해 추진되고 있다.

해양수산부는 2012년부터 FPC 건립 사업을 지속적으로 추진해 오고 있으며, 경북도에서는 경주수협(2017년), 영덕 ㈜오바다푸드팩토리(2024년), ㈜오성푸드(2024년)가 잇따라 선정된 바 있다.

이번에 새롭게 선정된 ㈜더동쪽바다가는길은 붉은대게를 활용한 간장·육수 등 장류를 제조하는 수산물 전문 가공기업으로, 어획량 감소 상황 속에서도 안정적인 원물 확보 방안과 운영 주체의 경영 역량, 향후 10년간의 FPC 운영 계획이 높은 평가를 받았다. 또한 유통 단계 단축, 저온 물류 시스템 강화, 유통 채널 다변화를 포함한 효율적인 유통 구조 개선 계획도 선정 요인으로 작용했다.

㈜더동쪽바다가는길이 추진하는 FPC는 영덕 로하스 농공단지에 건립될 예정으로, 가공·포장시설과 냉동·냉장시설, 검사·품질관리 시설 등을 갖추게 된다. 모든 시설에는 식품 안전 강화를 위해 해썹(HACCP) 인증 시스템이 도입될 예정이다.

한편 경북도는 ‘어업대전환’을 통한 어업소득 5만 달러 시대를 목표로 FPC 사업 외에도 수산가공·유통 분야에 대한 투자를 확대하고 있다. 영덕 지역에 총 382억 원 규모의 ‘스마트 수산가공단지 조성사업’을 추진 중이며, 수산물 저온 유통 인프라 확충을 위한 ‘경북권 위판장 현대화 지원사업’도 강구수협을 중심으로 184억 원 규모로 함께 진행하고 있다.

문성준 경상북도 해양수산국장은 “수산업도 이제는 기후변화에 대응하고 고부가가치 산업으로 전환해야 할 시점”이라며 “변화하는 수산물 소비 유형에 발 빠르게 대응하고 국민에게 양질의 수산물을 안정적으로 공급하기 위해 유통 구조 개선 등 다각적인 노력을 이어가겠다”고 말했다. 이어 “어업대전환을 통해 경북의 새로운 먹거리를 창출하는 데 최선을 다하겠다”고 강조했다.

Furthermore, its plan to improve the efficient distribution structure, including shortening distribution stages, strengthening the cold chain logistics system, and diversifying distribution channels, also played a role in its selection.

The FPC being promoted by Deodongjjok Badaganeun Gil Co., Ltd. will be built in the Yeongdeok LOHAS Agro-Industrial Complex and will include processing and packaging facilities, freezing and refrigeration facilities, and inspection and quality control facilities. All facilities will be equipped with a HACCP (Hazard Analysis and Critical Control Point) certification system to enhance food safety.

Meanwhile, Gyeongsangbuk-do Province is expanding its investment in the fishery processing and distribution sectors, in addition to the FPC project, with the goal of achieving a $50,000 fishing income through a "great transformation of the fishery industry." The province is currently pursuing a "Smart Fisheries Processing Complex Development Project" in Yeongdeok, valued at a total of 38.2 billion won. The province is also implementing a "Gyeongbuk Area Auction Market Modernization Support Project" centered around the Ganggu Fisheries Cooperative, with a budget of 18.4 billion won, to expand the cold chain distribution infrastructure for fishery products.

Moon Seong-jun, Director of the Gyeongsangbuk-do Maritime Affairs and Fisheries Bureau, stated, "It's time for the fishery industry to respond to climate change and transition to a high-value-added industry. We will continue to make multifaceted efforts, including improving the distribution structure, to quickly adapt to changing seafood consumption patterns and ensure a stable supply of high-quality seafood to the public."
