토론회 참석자들은 2026년 1월 시행 예정인 '지방세법' 제142조 개정안이 폐기물 매립시설의 지역자원시설세 과세 대상을 수도권과 공동으로 설치·소유하거나 간척지 등에 설치된 시설 등으로 한정한 데 대해 우려를 나타냈다. 실제 폐기물을 처리하며 환경 부담을 감내하는 지방 현장의 현실을 충분히 반영하지 못하고 있다는 지적이다.

특히 폐기물 발생 지역과 처리 지역 간 불균형이 더욱 심화될 수 있다는 점이 강조됐다. 2024년 기준 서울·광역시의 의료폐기물 발생 비중은 53.4%에 달하지만 처리 비중은 6.3%에 그친 반면, 경북·충청·전남 등은 발생 비중 12.3%, 처리 비중 64.9%로 집계됐다.

여기에 2026년 수도권 직매립 금지 조치가 시행되면 지방으로의 폐기물 유입이 가속화될 것으로 전망되는 상황에서, 과세 대상을 수도권 공동 매립시설로만 제한할 경우 지방자치단체에 과도한 부담을 전가할 수 있다는 우려도 제기됐다. 일각에서는 과세 요건 충족을 위해 수도권과의 공동 매립시설 설치를 유도하는 역효과가 발생할 가능성도 제시됐다.

변화하는 폐기물 처리 환경에 맞춘 제도 정비 필요성도 논의됐다. 2023년 기준 전국 소각 처리 비중은 5.6%로 매립(5.0%)을 이미 넘어섰으며, 2030년 전국 직매립 금지 확대에 따라 소각시설의 역할은 더욱 확대될 전망이다. 이에 따라 매립시설에 한정된 현행 과세 대상을 소각시설까지 확대해 환경오염과 주민 불편을 감내하는 지역사회에 정당한 재정 보상이 이뤄져야 한다는 데 의견이 모였다.

도는 이번 토론회에서 도출된 개선안을 보완해 3월 중 행정안전부에 공식 건의할 계획이다. 아울러 시·군 지자체와 협력을 강화해 제도 개선을 추진할 방침이다.

김호진 경상북도 기획조정실장은 “제도개선 토론회가 매년 실효성 있는 법안 개정을 이끌어온 만큼, 이번 건의안 역시 지역 간 과세 형평성을 바로잡고 ‘수도권 쓰레기 지방 전가’ 문제를 해결하는 실무적 초석이 될 것으로 기대한다”며 “도민이 체감할 수 있는 지방세 납세서비스 구축에 최선을 다하겠다”고 밝혔다.
