오츠카 총영사는 주한 일본대사관과 주부산일본국총영사관 등에서 근무하며 한국 관련 업무를 맡아온 외교관으로, 2022년 9월 부임 이후 한일 지방 간 교류 확대와 우호 증진 활동을 이어오고 있다.
이날 면담에서 양측은 재난 대응과 인구 감소 등 양국이 공통으로 겪고 있는 지역 현안을 공유하고, 지방정부 차원의 실질적 협력 방안을 모색했다. 경제·관광·문화 분야 교류 여건과 협력 가능성에 대해서도 의견을 교환했다.
오츠카 총영사는 지난해 한일 국교정상화 60주년과 최근 교류 확대 흐름을 언급하며, 지방정부와 민간 차원의 교류가 지속될 수 있도록 협력하겠다는 뜻을 밝혔다. 또 경북의 전통문화와 관광자원에 관심을 표하고, 올해 포항에서 열릴 예정인 ‘재팬 위크’ 행사에 대해서도 협조 의사를 전했다.
‘재팬 위크’는 한일 지역 간 교류 확대를 위해 1998년부터 매년 열리고 있으며, 2024년에는 경주에서 개최됐다.
경상북도는 앞으로도 일본 지방정부와의 교류 현안을 중심으로 협력 방안을 지속적으로 논의해 나갈 계획이다.

He also expressed interest in Gyeongsangbuk-do's traditional culture and tourism resources and expressed his willingness to cooperate with the "Japan Week" event scheduled to be held in Pohang this year.
"Japan Week" has been held annually since 1998 to expand exchanges between Korea and Japan, and the 2024 event was held in Gyeongju.
Gyeongsangbuk-do plans to continue discussing cooperative measures, focusing on current exchanges with local governments in Japan.
