지난해 그린바이오산업 육성지구 지정의 원년을 맞았다면, 올해는 지방정부 주도의 산·학·연 협의체를 구성하고 중장기 발전 청사진을 구체화하는 데 주력한다는 계획이다.

경북도는 분야별 통합 지원체계와 융복합 산업 구조를 마련해 농업 기반 신산업 전환의 실질적인 토대를 구축한다는 구상이다. 그린바이오산업 육성지구는 지역이 보유한 바이오 소재와 산업 기반을 집적화하고, 산·학·연 협력 체계 아래 기획부터 연구개발, 실증, 사업화, 수출까지 전주기 과정을 통합 지원하는 지자체 주도의 산업 생태계 모델이다.

경북도 육성지구는 총면적 756ha로 전국 최대 규모를 자랑하며, 곤충·천연물·동물용 의약품 등 3개 분야를 전략 산업으로 집중 육성한다. 포항, 안동, 상주, 의성, 예천 등 5개 시·군과 연계해 분야별 강점을 살린 분산형 혁신 거점 구축을 목표로 하고 있다.

도는 속도감 있는 그린바이오 생태계 조성을 위해 경북바이오산업연구원과 거점기관을 중심으로 연구개발부터 실증, 사업화, 판로 개척까지 단계별 집중 지원체계를 마련했다. 특히 선도기업을 앵커기업으로 지정해 성공 사례를 벤처·스타트업으로 확산시키는 전략을 추진할 방침이다.

경북도 관계자는 “경북의 그린바이오산업은 초기 단계를 넘어 본격적인 성장 국면으로 진입하고 있다”며 “연구와 산업화 인프라를 중심으로 가시적인 성과가 나타나고 있어 올해를 기점으로 기업 생태계가 본격 형성될 것”이라고 말했다.

곤충 분야에서는 총 200억 원이 투입된 곤충양잠산업거점단지(예천군 지보면)가 오는 6월 준공을 앞두고 있다. 먹이원 보급센터와 가공지원센터, 임대형 스마트농장 등으로 구성된 이 단지가 본격 가동되면, 곤충산업은 소규모 생산 중심 구조에서 연중 균일 대량생산 체계로 전환돼 고부가가치 소재 산업으로 도약할 것으로 기대된다.

동물용 의약품 분야는 전국에서 유일하게 경북에만 지정된 특화 분야로, 포항 강소연구개발특구를 중심으로 집적화돼 있다. 그린백신실증지원센터(2022년 3월 준공, 177억 원)를 거점으로 포스텍과 한동대학교에서 산업화가 활발히 진행 중이다. 특히 입주 기업인 바이오앱은 세계 최초로 담배를 활용한 돼지열병 그린마커백신 품목허가를 취득했으며, 현재 써코백신 등 3개 품목의 해외 허가를 추진하고 있다.

천연물 분야에서는 헴프산업클러스터(2026년 준공 예정, 54억 원)와 특용작물산업화센터(2026년 준공 예정, 65억 원)를 기반으로 산업용 헴프 산업이 선도적으로 추진되고 있다. 향후 고령군에 조성되는 그린바이오소재 산업화시설(98억 원)을 통해 원료 작물 생산의 표준화와 대량생산 체계도 구축될 전망이다.

경북도 육성지구는 포항 강소연구개발특구와 안동·의성 규제자유특구에 포함돼 인허가 기간 단축과 세제·금융 지원 등 기업 활동에 유리한 환경을 갖추고 있다. 도는 기존 인프라를 최대한 연계 활용하고, 부족한 시설은 국비 확보와 타 부처 정책사업 연계를 통해 단계적으로 확충할 계획이다.

아울러 스타트업 활성화를 위해 ‘힘내라 경북! 농식품펀드’, ‘경북 G-Star 펀드’, 농림축산식품부 그린바이오 전용펀드와 연계해 민간 투자 유입도 확대할 방침이다.

경북도는 육성지구 조성을 통해 연간 20개 이상 창업기업 배출, 사업화 기간 30% 이상 단축, 2천 명 이상의 일자리 창출, 1조 원 이상의 생산 유발 효과를 기대하고 있다. 이는 계약재배 확대와 원료 고부가가치화를 통한 농가소득 증대와 농업 전·후방 산업 확대로 이어질 전망이다.

도는 올해 하반기까지 ‘그린바이오산업 육성지구 활성화 실행방안’ 연구용역을 통해 중장기 목표와 세부 과제, 추진 전략을 수립하는 등 지방정부 주도의 중장기 발전 전략을 마련할 계획이다.

박찬국 경상북도 농축산유통국장은 “그린바이오산업 육성지구는 농업의 한계를 넘어 산업의 핵심 영역으로 확장하는 출발점”이라며 “경북도가 농업 기반 신산업 전환의 선도 모델을 구축해 대한민국 그린바이오산업 육성 정책의 방향을 제시해 나가겠다”고 밝혔다.
