도는 만남부터 결혼, 출산, 돌봄까지 생애 전 주기를 아우르는 정책을 추진하며 2024년 100대 과제, 2025년 150대 과제를 통해 저출생 대응 체계를 확대해 왔다. 또한 정책 성과를 체계적으로 분석하기 위해 2025년 3월 전국 지자체 최초로 ‘저출생 정책평가센터’를 개소했다.

정책평가센터는 도민 1,562명을 대상으로 인식조사를 실시하고 전문가 자문을 거쳐 정책 성과와 현장 수요를 분석했다.

조사 결과, 결혼 의향이 있는 청년들이 결혼을 주저하는 가장 큰 이유는 결혼자금과 안정적 일자리 등 경제적 요인으로 나타났다. 출산 분야에서는 ‘양육비 부담’이 78%로 가장 높았으며, 임신·출산에 따른 건강 위험 부담(26.5%)보다 약 3배가량 높게 나타나 경제적 요인이 출산 결정에 결정적 영향을 미치는 것으로 분석됐다.

돌봄 분야에서는 응답자의 61%가 필요할 때 자녀를 돌봐줄 사람이 없다고 답했다. 특히 아이가 아플 때(58.2%)와 방학 기간(43.7%) 돌봄 수요가 높은 것으로 확인됐다.

또한 직장에서의 일·가정 병행이 적합하다고 응답한 비율이 63%로 비교적 높았음에도, 경북에 가장 필요한 출산 정책으로 ‘출산·육아휴직 확대’가 꼽힌 점은 제도 존재와 실제 체감 사이에 간극이 있음을 시사하는 것으로 해석됐다.

이 같은 데이터를 토대로 지난해 추진한 ‘저출생 극복 150대 과제’에 대한 성과 점검을 실시한 결과, ‘K보듬6000’과 ‘아픈아이 긴급 돌봄센터’ 등 지역 맞춤형 돌봄사업이 높은 평가를 받은 것으로 나타났다.

경북도는 향후 다년간 추적 모니터링을 통해 사업 효과와 체감도를 지속 분석하고, 효과성이 입증된 사업은 확대하는 한편 개선이 필요한 사업은 전문가 컨설팅을 통해 보완하는 등 정책 환류 체계를 강화할 계획이다.

이철우 경상북도지사는 “경상북도는 만남부터 결혼·출산·돌봄까지 생애 전반을 고려한 정책을 추진하고 있다”며 “저출생 정책평가센터를 통해 정책 효과를 면밀히 점검하고 도민이 체감할 수 있는 정책을 중심으로 추진해 나가겠다”고 밝혔다.

Regarding caregiving, 61% of respondents reported having no one to care for their children when needed. Needs for care were particularly high during illness (58.2%) and during school breaks (43.7%).

Furthermore, despite a relatively high 63% response that balancing work and family life at work was feasible, the fact that "expanding maternity and childcare leave" was cited as the most needed childbirth policy in Gyeongbuk suggests a gap between the existing system and the actual experience.

Based on this data, a performance review of the "150 Major Tasks to Overcome Low Birth Rate" implemented last year revealed that customized local care programs, such as "K-Bodeum 6000" and the "Emergency Care Center for Sick Children," received high marks.

Gyeongsangbuk-do Province plans to continuously analyze the effectiveness and impact of these programs through multi-year follow-up monitoring. It will expand proven effective programs while revamping those requiring improvement through expert consulting. This will strengthen the policy feedback system.
