【브레이크뉴스 경북】이성현 기자=경상북도는 고용노동부가 주관하는 ‘2026년 지역 중대재해 예방 사각지대 해소 사업’ 공모에 최종 선정돼, 지난 1월 30일 서울고용노동청에서 고용노동부와 업무협약을 체결했다고 밝혔다.

이번 공모사업은 고용노동부가 올해 처음 도입한 국비 100% 지원 사업으로, 소규모 사업장과 산업안전 정책의 사각지대에 놓인 노동자를 보호하기 위해 추진되는 중앙–지방정부 협력 모델이다. 지역 내 산업재해 취약 현장을 집중적으로 지원하는 것이 핵심이다.

경북도는 이번 공모 선정으로 확보한 국비 14억 원을 투입해 도내 취약 근로자와 50인 미만 영세사업장, 고위험 작업 공정 등 이른바 ‘다중위험 구조’에 놓인 현장을 대상으로 중대재해 예방을 위한 촘촘한 안전망 구축에 나선다.

이를 위해 도는 ▲제조업·협착 공정·외국인 중소제조업 중대재해 저감 ▲산업단지 및 화학물질 누출 위험 외국인 작업조 중대재해 저감을 골자로 한 ‘중대재해 예방 2대 핵심 전략’을 본격 추진한다.

주요 세부사업으로는 외국인 근로자 사업장 위험성 평가 지원, 산단 협착 공정 외국인 ‘제로 배리어(Zero Barrier)’ 패키지 지원, 노후 산업단지 안전소통·관리자 운영, 참여형 안전문화 조성 사업이 포함된다. 아울러 유해화학물질 위험성 정밀진단, 산단 화학안전(Chem-Guard) 패키지 지원, 화학안전 전담 공동 안전관리자 운영, 실전형 가상훈련 및 컨설팅도 함께 추진된다.

이번 사업을 통해 경북도는 영세사업장과 유해화학물질 취급 사업장을 대상으로 위험성 정밀진단부터 시설·장비 개선, 사후관리까지 패키지 형태로 지원하고, 전담 안전관리자를 배치해 정기적인 현장 점검과 설비 상태 모니터링, 개선 지도를 실시할 계획이다. 이를 통해 약 1,100개소 사업장의 안전관리 수준을 체계적으로 끌어올린다는 방침이다.

특히 도는 2024년 신설된 전담조직인 중대재해 예방팀을 컨트롤타워로 삼아, 기존에 추진 중인 안전한 작업환경 조성사업, 산업안전환경 개선사업, 올해부터 시군 전역으로 확대 시행 중인 안전보건지킴이 사업 등과 유기적으로 연계해 지방정부 주도의 ‘현장 밀착형 예방 중심 모델’을 구축할 계획이다.

이 같은 전략은 철강·기계·화학 등 고위험 공정이 밀집된 노후 산업단지를 중심으로 안전 장비와 설비 개선, 전문 인력을 활용한 밀착 지원을 통해 산업재해 발생을 실질적으로 줄이는 데 기여할 것으로 기대된다.

이철우 경상북도지사는 “도민의 생명과 직결되는 안전은 항상 과할 정도로 대비해야 한다”며 “산업현장의 중대재해를 사전에 예방하는 것을 최우선 과제로 삼아, 현장 중심의 강력한 안전관리 체계를 구축하고 단 한 명의 노동자도 안전의 사각지대에 놓이지 않도록 모든 행정 역량을 총동원해 ‘안전 경북’을 반드시 실현하겠다”고 강조했다.

Gyeongsangbuk-do Province will use the KRW 1.4 billion secured through this competition to establish a robust safety net to prevent major accidents at workplaces with "multiple risk structures," including vulnerable workers, small businesses with fewer than 50 employees, and high-risk work processes.

To this end, the province is actively implementing its "Two Core Strategies for Major Accident Prevention," which focus on reducing major accidents in the manufacturing industry, in confined spaces, and in small and medium-sized manufacturing industries employing foreign workers, and in industrial complexes and at risk of chemical leaks.

Key projects include supporting risk assessments at workplaces with foreign workers, the "Zero Barrier" package for foreign workers in confined spaces in industrial complexes, operating safety communication and management teams in aging industrial complexes, and fostering a participatory safety culture. Furthermore, the province will implement detailed assessments of hazardous chemical risks, support the "Chem-Guard" package for industrial complexes, operate a dedicated joint safety manager for chemical safety, and implement practical virtual training and consulting.

Through this project, Gyeongbuk Province will provide a package of support, from detailed risk assessments to facility and equipment improvements and follow-up management, to small businesses and those handling hazardous chemicals. Dedicated safety managers will be assigned to conduct regular on-site inspections, monitor equipment status, and provide guidance for improvement. This plan aims to systematically improve the safety management standards of approximately 1,100 workplaces.

In particular, the province plans to establish a local government-led "field-focused prevention-centered model" by organically linking the newly established Major Accident Prevention Team, a dedicated organization established in 2024, as a control tower. This will include existing projects to create a safe work environment, industrial safety and environment improvement projects, and the Safety and Health Guardians project, which is being expanded across cities and counties starting this year.

This strategy is expected to contribute to substantially reducing industrial accidents by improving safety equipment and facilities and providing close support using specialized personnel, focusing on aging industrial complexes with high-risk processes such as steel, machinery, and chemicals.

Gyeongsangbuk-do Governor Lee Cheol-woo emphasized, “Safety, which is directly related to the lives of the residents of the province, must always be prepared to the extreme,” and “We will make it our top priority to prevent major accidents at industrial sites in advance, establish a strong safety management system centered on the field, and mobilize all administrative capabilities to ensure that not a single worker is left in a blind spot of safety to ensure that ‘Safe Gyeongsangbuk-do’ is realized.”
