경북도는 부모의 보호 없이 사회에 첫발을 내딛는 자립준비청년이 경북의 미래 부모이자 당당한 사회 구성원으로 성장할 수 있도록 사회적·경제적·심리적 자립을 아우르는 종합 지원체계를 구축했다. 이를 위해 도내 자립지원 전담기관을 핵심 거점으로 삼아 자립 설계부터 교육, 멘토링, 취업 연계까지 전 과정을 밀착 지원하고 있다.

도에 따르면 2025년 12월 기준 도내 자립준비청년은 총 351명으로, 이들은 아동양육시설이나 위탁가정 등에서 보호를 받다가 만 18세(필요 시 만 24세까지 보호 연장 가능)에 보호가 종료된 청년들이다.

경북도가 중점 추진하는 사업은 ▲맞춤형 자립 준비 프로그램 강화 ▲심리·정서 지원 및 전문 상담 연계 ▲직업능력 개발과 취업 연계 서비스 ▲보호 종료 이후 5년간 사후 사례관리 중심의 통합서비스 ▲사회적 네트워크 활성화와 지역 인재 육성 ▲정착금 의무교육과 경제관리 교육 등이다.

특히 보호 종료 이후 실질적인 생활 역량을 키울 수 있도록 실제 주거환경과 유사한 공간에서 장보기, 요리, 생활관리 등을 직접 체험하는 ‘자립 체험 캠프’를 운영한다. 해당 프로그램은 2~4박의 단기형과 1~3개월의 장기형으로 확대 운영돼 자립 준비청년들의 현실 적응력을 높이고 있다.

사회적 고립 예방을 위해서는 퇴소 선배와 지역 전문가로 구성된 ‘희망드림멘토단’을 운영해 고민 상담과 사회생활 노하우를 전수하고 정서적 지지를 제공한다. 이와 함께 ▲다독다독(독서 독려) ▲함께 만드는 자립 한끼(가정 요리 활동) ▲장롱 탈출(운전 연수) ▲피지컬99(건강관리) ▲자립연습장 등 다양한 특화 프로그램도 병행 추진한다.

이 가운데 ‘자립연습장’은 올바른 마음관·진로관·경제관 형성을 중심으로 한 체계적인 자립 훈련 프로그램으로, 자립 과정에서 필요한 가치관과 실천 역량을 기를 수 있도록 돕는다.

경북도는 생활고를 겪는 자립준비청년에게 꿈 지원비, 주거비, 주거환경 개선비, 긴급 생계비 등을 지원하고 있으며, 자립정착금 관리와 금융사기 예방, 주거 계약 방법 등 현장에서 바로 활용 가능한 실무 중심의 경제교육도 강화하고 있다. 아울러 자립정착금 1,000만 원과 함께 자립수당 월 50만 원을 최대 5년간 지급해 사회 진출 초기의 경제적 부담을 완화하고 있다.

이철우 경상북도지사는 “부모의 부재가 사회적 차별이나 경제적 빈곤으로 이어져서는 안 된다”며 “자립 준비 청년들이 경북의 당당한 주역으로 성장할 수 있도록 경북도가 ‘든든한 부모’의 마음으로 끝까지 함께하겠다”고 밝혔다.

한편, 경북도는 2025년 자립준비청년과 보호 연장 아동을 대상으로 맞춤형 사례관리를 강화한 결과, 교육 220건, 경제 167건, 주거 111건, 건강 44건, 일자리 11건, 법률·권리보장 7건, 기타 7건 등 총 567건의 통합서비스 지원 성과를 거둔 것으로 나타났다.
