그는 1978년 대구 남구 대명동에서 태어나 대구 중‧남구에서 성장하였으며 대구초등학교, 대명초등학교, 심인중학교, 대구고등학교를 거쳐, 서울대학교 철학과를 졸업했다.
백 변호사는 변호사가 된 뒤 고향인 대구로 돌아와 반월당 네거리에서 '법률사무소 조은(照恩)' 대표변호사로 활동하면서, 대통령 직속 국가균형발전위원회 평가자문단 위원, 대한변호사협회 이사 등을 역임했다.
앞서 더불어민주당은 지난 25일 오후 여의도 당사에서, 백수범 변호사 영입 소식을 밝히며 기자회견을 개최했다.
