중소기업경영안정자금은 지역 기업과 소상공인이 시중은행에서 저리로 운전자금을 대출받을 수 있도록 하고, 대출 금액과 우대 조건에 따라 이자 일부를 대구시가 보전하는 제도다. 이차보전율은 연 1.3%에서 최대 2.2%까지 적용되며, 지원 기간은 1년이다.

지난해 대구시는 총 2만 288개 기업에 1조 1,612억 원을 지원하고 평균 1.65%의 이자를 보전해, 코로나19 이후 최대 규모의 지원 실적을 기록했다.

2026년 융자 지원 규모는 1조 원으로, 내수 침체와 고금리·고환율 등 경기 불확실성을 감안해 상반기에 자금을 집중 공급한다. 또한 기업별 수요와 경영 여건을 반영한 맞춤형 금융 지원을 통해 실질적인 체감 효과를 높인다는 방침이다.

특히 올해는 총 1,402억 원 규모의 3대 육성자금을 신설해 지역경제 활성화에 집중한다. ‘대구형 특화·혁신기업 자금’은 모빌리티, AI로봇, 섬유·안경 제조, 전자·정보통신, 헬스케어 등 지역 대표 산업과 일자리 창출 기업을 대상으로 500억 원 규모로 지원되며, 이차보전율은 연 1.3~2.2%다. ‘대구형 전통시장·골목상권 활력 지원 자금’은 500억 원 규모로, 연 2%의 이자 지원이 제공된다. ‘지역전략산업육성 자금’은 제조업 중심의 중소·중견기업을 대상으로 402억 원이 배정되며, 2년간 연 1.7%의 이차보전이 적용된다.

아울러 금리 상승으로 어려움을 겪는 기업을 위해 전환자금 지원도 강화된다. 이차보전율은 기존 1%에서 1.5%로, 지원 한도는 1억 원에서 2억 원으로 확대돼 기존 고금리 대출을 저금리 보증서 대출로 전환할 수 있도록 돕는다.

자금 신청은 1월 16일부터 대구신용보증재단과 신용보증기금, 기술보증기금 각 지점에서 가능하며, 자세한 사항은 대구시 홈페이지에서 확인할 수 있다.

Considering economic uncertainties such as a sluggish domestic economy, high interest rates, and high exchange rates, the fund will be concentrated in the first half of the year. The secondary guarantee rate will be 1.3-2.2% per annum. The "Daegu-type Traditional Market and Local Market Revitalization Support Fund" will be 50 billion won, with an annual interest rate of 2%. The "Regional Strategic Industry Promotion Fund" will allocate 40.2 billion won to small and medium-sized enterprises (SMEs), primarily manufacturing enterprises, with a secondary guarantee of 1.7% per year for two years.

Furthermore, conversion funding support will be strengthened for companies struggling due to rising interest rates. The secondary guarantee rate will be increased from 1% to 1.5%, and the support limit will be increased from 100 million won to 200 million won, helping them convert existing high-interest loans to low-interest guaranteed loans.

Applications for the funds will be accepted starting January 16th at branches of the Daegu Credit Guarantee Foundation, the Korea Credit Guarantee Fund, and the Korea Technology Finance Corporation. Further details can be found on the Daegu City website.
