【브레이크뉴스 대구】이성현 기자=대구광역시는 19일 동인청사 2층 상황실에서 영남이공대학교, 대구시니어클럽협회, 대구지역자활센터협회, 대구사회복지관협회와 함께 ‘대구광역시 통합돌봄 서비스 제공인력 교육 및 활용에 관한 업무협약(MOU)’을 체결했다.
이번 협약은 오는 3월 시행 예정인 '의료·요양 등 지역 돌봄의 통합지원에 관한 법률'에 선제적으로 대응하고, 대구형 통합돌봄 정책의 지속가능한 운영 기반을 마련하기 위해 추진됐다. 특히 통합돌봄 서비스의 성과를 좌우하는 현장 인력의 전문성 강화와 안정적인 인력 공급체계 구축에 중점을 두고 있다.
협약식에는 대구시 보건복지국장을 비롯해 영남이공대학교 총장, 대구시니어클럽협회장, 대구지역자활센터협회장, 대구사회복지관협회장이 참석해 지역사회 중심의 통합돌봄 체계 강화를 위한 협력 의지를 공유한다.
주요 협약 내용은 ▲통합돌봄 서비스 제공인력 교육·활용을 위한 협력체계 구축 ▲통합돌봄 역량 강화 교육과정의 공동 기획 및 운영 ▲노인일자리 및 자활사업 참여자 중 돌봄 적합 인력 선발과 체계적 관리 ▲현장 수요 기반 인력 배치 및 관리체계 마련 등이다.
영남이공대학교는 통합돌봄 제공인력을 대상으로 한 전문 교육과정을 운영해 실무 역량 강화를 지원하고, 대구시니어클럽협회와 대구지역자활센터협회는 각각 건강돌봄과 일상생활지원 분야에 적합한 인력을 선발·운영해 현장 중심의 돌봄 인력 풀(pool)을 구축한다. 대구사회복지관협회는 지역 종합사회복지관을 거점으로 인력 운영과 관리를 지원하며 통합돌봄 서비스의 현장 확산을 뒷받침할 예정이다.
대구시는 이 같은 협력 전반을 총괄하며 행정적·정책적 지원을 제공하고, 향후에도 지역 내 유관기관과의 연계를 강화해 통합돌봄 정책이 현장에 안정적으로 안착할 수 있도록 지속적으로 추진해 나갈 방침이다.
이재홍 대구광역시 보건복지국장은 “통합돌봄은 제도 마련에 그치지 않고 현장에서 실질적으로 작동해야 하는 정책”이라며 “이번 협약을 계기로 민·관·학이 유기적으로 연계된 인력 양성 체계를 구축해 시민 누구나 살던 곳에서 안심하고 돌봄을 받을 수 있는 ‘대구형 통합돌봄’의 기반을 공고히 하겠다”고 말했다.

Yeungnam University of Technology will operate specialized training courses for integrated care providers to support their practical capacity building. The Daegu Senior Club Association and the Daegu Regional Self-Reliance Center Association will select and manage qualified personnel in health care and daily living support, respectively, to establish a field-focused care workforce pool. The Daegu Social Welfare Center Association will support the operation and management of personnel based on regional comprehensive social welfare centers, thereby supporting the expansion of integrated care services on the ground.
Daegu City will oversee this overall cooperation, providing administrative and policy support. Going forward, it plans to strengthen ties with relevant local organizations to ensure the stable implementation of the integrated care policy.
