7일 대구시는 민선 8기 책임행정 강화와 업무의 효율성을 높이기 위해 불필요한 위원회와 기능 중복, 유명무실한 위원회의 통합․폐지를 과감히 추진한다. 

현재 대구시에 설치된 위원회는 총 199개로 법령 등에서 반드시 설치하도록 규정한 위원회는 100개이다.

시 산하 각종 위원회 운영은 정책결정의 투명성·공정성을 제고하고 외부 전문가의 의견을 활용하기 위해 도입했으나 그동안 불필요한 위원회 설치, 회의 미개최 등으로 인한 정책의 신속한 의사결정 저해, 위원의 중복위촉 등 여러 문제점이 지적돼왔다.

이에 대구시는 각종 위원회 운영의 비효율을 개선하고 내실화를 기하고자 정비기준에 따라 51개 위원회를 우선 통폐합 할 예정이라고 밝혔다.

이 중 25개는 법령이나 조례에 임의규정(~둘 수 있다)을 근거로 설치돼 내부방침 결정으로 즉시 정비하고, 26개는 조례에 강행규정(~둔다)을 근거로 설치돼 조례 개정 후 8월까지 정비할 예정이다.

구체적인 위원회 통합·폐지 정비기준은, 위원회 회의 개최실적이 저조한 위원회, 위원회의 역할 종료 및 기능 약화·부서 자체 계획으로 위원회의 기능 대체, 목적·기능이 유사하거나 근거법령 또는 소관부서가 동일한 위원회이다.

김정기 대구시 기획조정실장은 “그동안 불필요한 위원회가 설치·운영돼왔으며, 본래 설치 목적과 다르게 책임회피 수단으로 운영되기도 했다”며, “위원회 정비를 통해 위원회 운영을 더욱 활성화하고 정책 추진 시 공청회나 정책토론회 개최, 온라인을 통한 의견수렴 등의 다양한 방법을 활용해 정책 추진에 반영토록 하겠다”고 말했다.

한편 대구시의 이와 같은 대대적인 시정 혁신에 대해 대구시 시민단체는 “불필요한 위원회의 통합∙폐지 필요성에 어느 정도 동의하지만 확정도 되지 않은 부실한 내용을 속전속결로 발표하는 대구시의 부실, 보여주기식 행정은 오히려 불신만 자초한다.”고 지적했다.

그러면서 “위원회 정비는 홍준표 시장의 주장처럼 급한 일도 아니고 시정혁신의 우선 과제도 아니다.”라고 꼬집으며 “더군다나 유명무실한 식물위원회로 만든 것은 대구시 공무원인데, 공모를 통해 참여한 민간위원에게 한 마디의 사과도 없는 것은 홍준표 시장의 밀어붙이기식 행정의 문제”라고 덧붙여 말했다.

아울러 시민단체는 대구시에 대해 “여론을 의식한 섣부른 정책 발표를 멈추고 시민의 알권리를 충족시키는 완성된 정책 내용을 발표하라.”며 촉구했다.
