【브레이크뉴스 대구】진예솔 기자=한국가스공사가 지원에 나선 이후 대구 지역 다회용기 사업이 빠르게 확산하며 실질적인 가능성을 드러내고 있다. 그러나 긍정적인 흐름에도 불구하고 대구권 대형 시설에서의 다회용기 도입은 아직 속도를 내지 못하고 있다는 지적이 제기된다.

이학영 더불어민주당 의원실이 문화체육관광부로부터 제출받은 자료를 보면, 야구장에서 발생하는 일회용품 쓰레기는 대구삼성라이온즈파크가 1,364톤으로 전국에서 가장 많은 것으로 나타났다. 

그러나 삼성 라이온즈파크는 롯데 자이언츠, NC 다이노스와 함께 아직 다회용기 사용이 이뤄지지 않고 있는 구장으로 분류된다. 이는 대구에서 다회용기 도입이 더디게 진행되고 있다는 점을 단적으로 보여주는 사례다.

반면 다른 지역에서는 이미 대규모 시설과 다중 이용 공간을 중심으로 다회용기 도입이 활발히 이뤄지며 성공적인 모델을 만들어가고 있다.

야구장에서는 다회용기 바람이 거세다. 인천 SSG랜더스필드에서는 지난해 2개월 남짓한 기간 동안 약 20만 개의 일회용품 사용을 줄였고, 회수율 역시 98%에 달하면서 모범적 성공사례로 꼽힌다. 현재 구장 내 29개 매장에서 컵과 그릇, 도시락 등 25종의 다회용기가 사용되고 있다.

서울 잠실야구장( LG 트윈스, 두산 베어스)은 2024년 4월부터 구단과 서울시가 협력해 입점한 모든 38개 식음료 매장에 다회용기 컵과 그릇을 도입하고, 20개소에 반납함을 마련하는 등 체계적인 시스템을 구축했다. 수원KT위즈파크(kt wiz) 역시 다회용기 사용을 유도하는 다양한 이벤트와 탄소중립 포인트 제도를 운영하며 시민 참여를 이끌고 있다. 고척 스카이돔(키움 히어로즈)도 2023년부터 컵과 그릇, 식기류 등 다양한 다회용기를 도입해 일회용품 줄이기 대열에 합류했다.

스포츠 시설 밖에서는 품격 있는 친환경 추모 문화 정착을 위해 장례식장을 중심으로 다회용기 도입이 시급하다는 목소리도 나온다. 부산영락공원 장례식장의 경우, 부산시는 일회용품 쓰레기 문제의 심각성을 고려해 2024년 시범사업으로 다회용기를 도입했고, 2,600kg의 폐기물을 줄이는 성과를 거뒀다. 해당 사업은 한때 중단됐으나, 부산시설공단이 2025년 6월부터 다회용기 무료 대여 사업을 재개, 12월부터는 본격적인 대여 및 세척 운영에 들어간다.

경기도는 2022년부터 수원 연화장과 화성 함백산 추모공원 등 공공 장례식장에서 다회용기 지원사업을 지속적으로 펼치고, 경기도의료원 산하 6개 병원 장례식장에도 다회용기를 도입하는 등 적극적으로 움직이고 있다. 서울 보라매병원 장례식장 또한 2025년 11월 1일부터 다회용기 사용에 들어갔다.

다회용기 확산 움직임은 일상 곳곳으로 퍼지고 있다. 캠핑장과 같이 대량의 쓰레기가 발생하는 곳에서도 다회용기 도입 사례가 늘고 있다. 환경부와 양평군은 지난해 8월부터 양평군 내 민간 캠핑장 1곳에 처음으로 다회용기 사용을 시범 도입했다. 경북 구미시 역시 경북에서 최초로 지난 5월 9일부터 구미캠핑장과 금오산야영장 등 공공 캠핑장 두 곳에 다회용기를 도입, 캠핑 쓰레기를 줄이고 이용객의 편의를 높이고 있다. 서울 은평구 역시 앵봉산 가족캠핑장에서 '1회용품 없는 친환경 캠핑장' 정책의 일환으로 다회용기 무료 대여 서비스를 시행 중이다.

영화관에서도 다회용기 도입 움직임이 확산되고 있다. 경기도에서는 롯데시네마 5곳이 추가로 동참하면서 현재 총 7개 영화관이 다회용기를 이용하고 있다. 메가박스 미사강변점과 시흥배곧점 두 곳에서는 지난해 7월부터 다회용기를 시범 운영, 불과 2주 만에 8,000여 개의 일회용품을 대체하는 성과를 올렸다. 경기도 내 전체적으로는 다회용기 도입으로 한 달 기준 5만 개 일회용컵 사용을 줄일 수 있을 것으로 기대되고 있으며, 최근에는 팝콘 용기까지 다회용기로 확대돼 친환경 관람 문화가 더욱 확산되는 모양새다.

다른 지역에서 다회용기 도입이 성공적으로 이뤄진 사례들은 대구·경북 지역에 중요한 시사점을 주고 있다. 다회용기 사용은 단순히 일회용품 사용을 줄이는 데 그치지 않고, 지역 자활센터 등과 연계해 취약 계층에게 일자리를 만들고 자원 순환 경제를 활성화하는 데 핵심적인 역할을 한다.

대구·경북 지역도 현재의 노력을 이어가는 동시에, 대규모 공공시설, 축제, 스포츠 경기장 등으로의 도입 확대를 가속화해야 한다. 이를 위해서는 시민 참여를 유도하고 인센티브 체계를 마련하는 것이 중요하다. 폐기물 절감량, 재사용 횟수 등 가시적인 성과를 투명하게 공개하여 시민들이 변화를 직접 느끼고 참여할 수 있도록 해야 한다. 정책·행정 지원과 민간 협업, 시민 참여가 결합된 지속 가능한 확산 전략을 통해 대구·경북이 환경-사회-경제적 가치가 결합된 지역 ESG 모델의 선두주자, 명실상부한 '다회용기 도시'로 자리매김하기를 기대한다.

While the project was temporarily suspended, the Busan Facilities Corporation will resume free reusable container rentals in June 2025, with full-scale rental and cleaning operations beginning in December.

Gyeonggi Province is actively implementing a reusable container support program at public funeral halls, including Suwon Yeonhwa Crematorium and Hambaeksan Memorial Park in Hwaseong, starting in 2022. It has also introduced reusable containers at funeral halls at six hospitals affiliated with the Gyeonggi Provincial Medical Center. The Seoul Boramae Hospital Funeral Hall also began using reusable containers on November 1, 2025.

The movement to expand reusable containers is spreading across everyday life. The adoption of reusable containers is also increasing in places like campgrounds, which generate large amounts of waste. The Ministry of Environment and Yangpyeong County first piloted the use of reusable containers at a private campground in Yangpyeong County in August of last year. Gumi City, North Gyeongsang Province, also introduced reusable containers at two public campgrounds—Gumi Campground and Geumosan Campground—on May 9th, becoming the first in the region to do so, reducing camping waste and enhancing user convenience. Eunpyeong-gu, Seoul, also offers free reusable container rentals at the Aengbongsan Family Campground as part of its "Eco-Friendly Campground Without Disposable Products" policy.

The trend toward reusable containers is also gaining traction at movie theaters. Five more Lotte Cinemas in Gyeonggi Province have joined the fray, bringing the total number of theaters using reusable containers to seven. Megabox Misa Riverside and Siheung Baegot have been piloting reusable containers since July of last year, replacing over 8,000 disposable items in just two weeks. The introduction of reusable containers across Gyeonggi Province is expected to reduce the use of disposable cups by 50,000 per month. Recently, the adoption of reusable containers has even expanded to popcorn containers, further expanding the eco-friendly viewing culture.

The successful implementation of reusable containers in other regions offers valuable insights for the Daegu and Gyeongbuk region. To achieve this, encouraging citizen participation and establishing incentive systems are crucial. Visible results, such as waste reduction and reuse frequency, should be transparently disclosed, allowing citizens to directly experience and participate in the changes. Through a sustainable expansion strategy that combines policy and administrative support, private sector collaboration, and civic engagement, we hope Daegu and Gyeongbuk will establish themselves as a leader in the regional ESG model, truly integrating environmental, social, and economic values, and a true "Reusable Container City."
