【브레이크뉴스 대구】진예솔 기자=더불어민주당 대구시당은 대구시가 2023년 대구행복페이 예산을 삭감한 것에 대해 우려를 표했다.

앞서 정부가 지역화폐 지원 예산을 전액 삭감하겠다는 방침을 발표한데 이어 대구시는 2023년도 대구행복페이 예산을 2022년 사업비 1,100억 원(국비 387억 원, 시비 713억 원)의 20%도 미치지 않는 수준인 200억 원으로 편성했다고 밝혔다.

전국 광역·기초지방자치단체를 대상으로 조사한 결과 대구의 지역화폐 국비 지원 비중은 2020년에는 75.2%, 2021년에는 67.5%에 달했던 것으로 확인된다.

2022년에는 국비 의존도가 낮아졌지만 이는 해당 사업 예산이 지난해 대비 반토막이 났기 때문으로 확인된다.

이렇듯 국비 의존도가 상당히 높은 지역화폐 사업의 국비 지원이 전액 삭감되면서 이에 따른 사업축소는 불가피 한 것으로 전망되며 일각에서는 사업의 존폐여부까지 우려되고 있다.

이에 민주당 대구시당은 “물가가 치솟은 상황에 지역화폐는 캐시백 혜택으로 좀 더 여유로운 마음으로 물건을 구매할 수 있고 지역 내 소형 점포의 이용을 권장함으로써 지역 상권의 자영업자분들의 매출에 긍정적인 기여를 할 뿐만 아니라 소상공인에게는 수수료 해택이 크다.”고 설명했다.

그러면서 “이러한 지역화폐의 선순환 체계의 핵심적인 역할의 예산을 줄이고 캐시백 혜택 및 할인율, 업종 제한 등을 한다면 매년 조기 완판 행보를 보이던 ‘대구행복페이’에 ‘행복’은 사라질 것이며, 지역화폐의 이름이 무색할 정도로 가치가 떨어져 아무도 찾지 않는 ‘대구무관심페이’가 될 것”이라고 꼬집었다.

이어 “홍 시장과 국민의힘 대구의원은 대구 경제시장 활성화와 소상공인·자영업자분들의 위해 지역화폐 예산에 대한 증액을 고려할 필요가 있다.”고 강조했다.

아울러 민주당 대구시당은 “서민과 소상공인·자영업자의 어려움을 함께하고 있으며, 민생을 위해 끊임없는 노력을 할 것”이라며 덧붙여 말했다.
