30일 민주당 경북도당은 논평을 통해 한국도로공사, 외환은행 등 청구권자금 수혜기업 10여 곳 가운데 포스코가 유일하게 2016년과 2017년 각 30억 원씩 60억 원을 일제강제동원피해자지원재단에 출연한 사실을 지적하며 자금 지원 중단을 촉구했다.

지난 12일 외교부는 일본의 전범 기업 대신 ‘일제강제동원피해자지원재단’을 통해 한국 기업이 피해자들에게 배상금을 지급하는 ‘제3자 변제’ 방안을 발표했는데 이에 대해 민주당 경북도당은 “강제징용 피해자들이 원하는 것은 일본의 진정성 있는 사과와 그에 따른 책임”이라며 강하게 비판했다.

그러면서 “정부의 이번 발표는 일본의 전쟁범죄에 면죄부를 주고 일본과 힘겹게 싸우고 있는 피해자들을 호주머니 돈으로 우롱하고 모욕을 주는 최악의 굴종외교.”라고 날을 세웠다.

민주당 경북도당은 “뿐만 아니라 지난 2012년 대법원이 1965년 한일청구권협정에 대해 ‘일본의 반인도적 불법행위나 식민지배와 직결된 불법행위로 인한 손해배상청구권이 청구권 협정의 적용대상에 포함되었다고 보기 어렵다’며 ‘한일청구권협정으로 개인 청구권이 소멸하지 않았다’고 판결한데 정면으로 배치되는 조치”라고 지적했다.

그러면서 “일본은 피해자들에 대한 진심어린 사과는커녕 ‘손해배상 책임이 없다’는 입장인데 한국기업이 낸 기부금으로 피해자에 먼저 배상하고 사후에 일본의 참여를 이끌어 낸다는 것이 가당키나 한 일인가.”라고 꼬집었다.

이 가운데 포스코는 외교부의 제3자 변제방안이 발표되자 한일청구권협정 수혜기업이라는 이유로 “정부와 재단의 공식적인 요청이 들어오면 절차를 거쳐 검토할 계획”이라는 입장을 내놓았다.

이에 민주당 경북도당은 “우려를 금할 수 없다.”면서 청구권자금 수혜기업 10여 곳 중 오직 포스코만이 재단 측에 60억 원을 출연한 사실을 언급했다.

이들은 “포스코의 자금 출연이 강제징용과 관계없는 인도적 차원이었다고 하지만 외교부가 피해자에 대한 제3자 변제를 밝힌 만큼 더 이상의 지원은 윤석열 정부의 친일굴종외교에 동조하는 것”이라고 강조했다.

그러면서 “일제 강제동원 피해자들을 돈으로 우롱하고 대법원 판결을 무시하면서까지 ‘저자세 친일외교’로 일관하는 윤석열 정부에 동조할 것이 아니라 일제강제동원피해자지원재단에 출연하기로 한 자금을 중단하라.”고 촉구하며 “당당한 국민기업으로 거듭나길 바란다.”고 덧붙였다.
