홍 전 시장의 자백이 언론을 통해 공개된 이후에도 대구시 인사부서는 "채용에 문제가 없다"고 주장했으며, 감사위원회는 인력 부족 등을 이유로 조사를 진행하지 않았다고 전해졌다.

대구경실련은 "대구시는 관련자의 임기 만료까지 사건을 유야무야하려는 의도가 있다"며 "경찰 수사 지연이 대구시에 면죄부를 제공하고 있다"고 비판했다. 이어 "정부합동감사나 국정감사도 이 같은 방식으로 넘길 수 있다"며 우려를 나타냈다.

The Daegu Citizens' Coalition for Economic Justice emphasized, "This case is known to have been based on a confession from former Mayor Hong Joon-pyo, and there is clear evidence in the form of numerous witnesses and transcripts, so there are no particular difficulties in the investigation."

They also warned, "Delaying the investigation despite this being a matter of national interest could lead to serious distrust in the police."
