이번 공모는 전국 지방자치단체를 대상으로 지방소멸과 인구감소 등 지역 현안을 기업과의 협업을 통해 해결한 우수사례를 발굴·확산하기 위해 올해 처음 시행됐다.
구미시는 인구감소지역 가점이나 지역 간 협업 구성 가점이 없는 조건에서도, 교육기관·지역기업·구미시·연구기관이 함께 추진한 ‘구미형 산학연관 청년 사다리 모델’이 청년 인구 감소와 전문인력 부족이라는 구조적 문제에 실질적인 해법을 제시했다는 점에서 심사위원단의 높은 평가를 받았다.
‘구미형 청년 사다리 모델’은 반도체 특화단지 조성과 연계한 반도체스쿨 운영을 통해 21개교, 3천700명을 대상으로 교육을 실시하고, 지역기업 24개 사와 연계한 취업형 지역정착 인턴십을 통해 고교생과 대학생 55명이 참여, 이 중 고교생 37명의 취업을 확정하는 성과를 거뒀다. 여기에 멘토링, 정규직 전환, 정주지원 패키지를 결합해 ‘교육→취업→정주’로 이어지는 선순환 구조를 구축한 점이 핵심이다.
구미시는 이번 수상으로 확보한 특별교부세를 청년 사다리 프로그램 고도화에 투입하고, 2026년에는 기업 협업 범위 확대와 교육·인턴십 프로그램의 지속 운영 및 개선, 정주지원 강화 등을 단계적으로 추진할 계획이다. 이를 통해 청년 지역정착률을 높이고 산업 현장의 인력 수급 안정화에도 속도를 낸다는 방침이다.
김장호 구미시장은 “지역과 기업, 교육기관이 힘을 합쳐 만든 성과가 정부로부터 공식적으로 인정받았다”며 “확보한 특별교부세를 활용해 사업을 안정적으로 운영하고, 지역산업 경쟁력 강화와 지방소멸 대응에 실질적인 도움이 되도록 하겠다”고 말했다.
한편 이번 공모에서는 특산물 제품화, 지방투자 지원, 지역-기업 인재 교류, 기업 자원을 활용한 지역문제 해결 등 다양한 분야의 협업 성과가 평가됐으며, 장려상 7건을 제외한 6개 지방정부가 본심사 PPT 발표를 거쳐 최종 수상 순위를 결정했다.

This contest, launched this year, aims to identify and disseminate best practices for local governments nationwide that address pressing local issues, such as local extinction and population decline, through collaboration with businesses.
Even without bonus points for areas with declining populations or for inter-regional collaboration, Gumi City's "Gumi-Style Industry-Academia-Research Youth Ladder Model"—a collaborative effort between educational institutions, local businesses, the city of Gumi, and research institutes—received high praise from the judging panel for offering practical solutions to the structural issues of a declining youth population and a shortage of skilled workers.
The "Gumi Youth Ladder Model" operates a semiconductor school in conjunction with the development of a specialized semiconductor complex. This program provides education to 3,700 students across 21 schools. 55 high school and college students participated in a job-based local settlement internship program in partnership with 24 local companies, with 37 securing employment. Key to this success is the integration of mentoring, full-time employment conversion, and a settlement support package, creating a virtuous cycle of "education → employment → settlement."
Gumi City plans to invest the special grants secured through this award into further enhancing the Youth Ladder program. Starting in 2026, the city plans to expand the scope of corporate collaboration, continue and improve the education and internship program, and strengthen settlement support. Through these initiatives, the city aims to increase the rate of youth settlement in the region and accelerate the stabilization of the workforce in the industrial sector.
Gumi Mayor Kim Jang-ho stated, "The government has officially recognized the achievements of the region, businesses, and educational institutions working together. We will utilize the secured special grant funds to ensure stable operation of the project and provide practical assistance in strengthening the competitiveness of local industries and countering the decline of local communities."
Meanwhile, this contest evaluated collaborative achievements in various areas, including commercialization of specialty products, support for local investment, talent exchange between local businesses, and leveraging corporate resources to address local issues. Six local governments, excluding the seven Encouragement Awards, presented their PPT presentations in the main judging process, and the final award rankings were determined.
