이날 협약식에는 이철우 경북도지사와 김장호 구미시장을 비롯해 안효재 로호드파트너스 대표, Jeff Chu 퀀텀일레븐 대표, Jing Yin Nscale 아시아태평양 대표, 신재욱 NH투자증권 부동산금융본부대표, 문성철 케이비증권 IB3 총괄그룹장 등 사업 추진 핵심 관계자들이 참석했다.

이번 협약을 통해 경상북도와 구미시, 사업 주체들은 데이터센터 클러스터 조성에 따른 사업 범위와 역할, 단계별 추진 일정 등을 구체화하고, 초대형 프로젝트의 안정적인 추진을 위해 긴밀히 협력하기로 했다. 특히 대규모 투자 자금과 수만 평 규모의 부지가 필요한 사업 특성을 고려해 부지 확보를 비롯한 전력·용수·통신 등 핵심 인프라 지원과 기술 협력, 운영 전략 수립을 위한 공동 노력을 이어가기로 했다.

퀀텀일레븐 컨소시엄은 퀀텀일레븐, Nscale(엔스케일), NH투자증권, 케이비증권, 삼성증권 등이 참여하고 있으며, 로호드파트너스를 중심으로 향후 구미하이테크밸리에 대규모 데이터센터 클러스터를 조성할 계획이다. 컨소시엄 측은 구미를 거점으로 아시아 최대 규모의 첨단 AI 데이터센터 클러스터를 구축한다는 목표를 제시했다.

사업은 총 1.3GW 규모로 1단계부터 3단계까지 순차적으로 추진된다. 이 가운데 1단계 300MW 사업은 ㈜구미하이테크에너지가 기존에 추진 중이던 100MW AI 데이터센터 건립 계획을 300MW로 확대하는 방식으로 진행된다. 이를 위해 전력 용량 증설과 건물 설계 변경이 추진 중이며, 2026년 1분기 착공을 목표로 하고 있다.

1단계 데이터센터 조성에는 공사와 기반 인프라 구축에만 약 4조5천억 원이 투입될 예정이며, 서버와 GPU 등 핵심 장비까지 포함할 경우 수조 원 규모의 추가 투자가 이뤄질 것으로 전망된다. 2·3단계 사업은 1단계 완료 여부와 관계없이 인프라 확보와 병행해 2026년 하반기부터 순차적으로 추진될 계획이다.

구미 첨단 AI 데이터센터 클러스터는 국내에서 전례를 찾기 어려운 초대형 프로젝트로, 실제 이용 주체는 국내 기업보다는 글로벌 빅테크 기업이 될 가능성이 높은 것으로 예상된다. 퀀텀일레븐 컨소시엄은 현재 다수의 글로벌 파트너사와 협의를 진행 중이며, 주요 파트너사는 2026년 상반기 착공 시점에 공개할 예정이다.

김장호 구미시장은 “이번 협약을 통해 사업 추진을 위한 기본적인 협력 틀이 마련됐다”며 “경상북도와 구미시, 한국수자원공사 등 관계기관이 참여하는 TF를 구성해 행정 절차와 기반 여건을 면밀히 점검하며 사업을 차질 없이 추진해 나가겠다”고 밝혔다.

The project, with a total capacity of 1.3 GW, will be implemented sequentially in three phases. The first phase of this project, a 300MW project, will expand Gumi Hi-Tech Energy's existing 100MW AI data center construction plan to 300MW. The first phase of the data center is expected to cost approximately 4.5 trillion won (approximately $3.7 billion USD) for construction and infrastructure alone.
