홍준표 대구시장과 권기창 안동시장을 포함해 이만규 대구시의회 의장, 권기익 안동시의회 의장이 참석한 이날 협약식을 통해 안동시는 맑은 물 공급을 지원하고, 대구시는 안동에 국비 등을 포함하는 상생협력 기금이 지원될 수 있도록 협력하는 첫발을 떼게 됐다.

다만, 안동·임하댐을 활용한 물 산업 육성의 초석을 다지려는 안동시의 의지와 시민의 오랜 염원인 먹는 물 문제를 근본적으로 해결해야 하는 대구시의 계획이 최종 성사될지에 대해서는 여전히 시간이 더 필요하다는 지적이다. 

맑은 물 상생협력은 안동에서 안동댐과 임하댐을 이용해 수돗물을 생산해 낙동강 하류 지역에 공급하는 ‘낙동강유역 광역상수도 공급체계 구축 사업’일환으로 낙동강 유역 취수원 다변화를 위한 대구시 정책총괄단장이 지난 7월 안동시를 방문하며 첫 물꼬를 텄다.
