이어 “대구시는 가창면 행정구역 변경의 이익이 수성구에 치우치지 않도록 이해당사자인 달성군과 수성구가 대화할 수 있도록 하고, 행정구역 변경에 따른 주민 갈등을 봉합하기 위한 노력뿐만 아니라, 주민공청회, 관련 연구용역 등을 통해 편입의 타당성을 철저히 검증해야 한다.”고 강조했다.
아울러 하중환 의원은 “당장 가창면의 수성구 편입은 군 지역으로서 누리던 보험료 경감 혜택이 제외되고, 등록면허세·지방교육세·재산세의 추가부담, 농어촌 고교생의 대학특례입학대상 제외, 귀농·귀촌 대상 제외 등의 불이익이 발생한다.”고 말하면서 “대구시가 이러한 주민 피해에 대한 대처 없는 정책을 일방적으로 추진해서는 안된다.“고 덧붙였다.
