【브레이크뉴스 대구】이성현 기자=대구시가 시설에 거주하고 있는 장애인들의 자립을 위해 장애인 탈시설 지원사업을 추진한다.

대구시는 지난 2015년에 추진했던 1차 사업에 이어 2024년까지 152억원을 투입하는 제2차 장애인 탈시설 지원사업 추진을 통해 시설에 거주하고 있는 장애인들의 탈시설과 자립정착을 지원한다고 밝혔다.

탈시설이란 장애인 생활시설에 거주하는 장애인이 장애인 생활시설에서 나와 지역사회에 통합되어 개인별 주택에서 자립을 위한 서비스를 제공받으며 자율적으로 살아가는 것을 의미하며 개인의 선택권과 사생활 존중 등 인권보장에 긍정적 효과가 있어 유럽 국가들은 오래전부터 시설중심에서 지역사회 중심의 장애인 지원을 도모해왔다.

우리나라도 2014년 UN 장애인권리위원회로부터 ‘탈시설 전략수립’을 권고받았으며, 이에 대구시는 중앙정부 차원의 제도적 근거와 중장기적 로드맵의 제시에 앞서, 2015년부터 선제적으로 장애인 탈시설 전략을 수립하고 추진했다.

앞서 대구시가 추진한 1차 탈시설 사업을 통해 131명이 시설 밖에서 자립생활을 하고 있다.

이와 함께 대구시는 체험형 자립 생활주택과 정착형 자립 생활주택도 61개소를 조성해 장애인의 지역 내 자립기반이 구축되도록 적극 지원했다. 

2년 이내 거주할 수 있는 체험형과 2년 이상 거주할 수 있는 정착형의 자립 생활주택에서는 전담인력의 자립생활 준비를 위한 기술교육 및 일상생활 관리로 탈시설 장애인들의 만족도가 상당히 높다.

아울러 대구시는 오는 2024년까지 200명의 시설거주 장애인의 자립지원을 목표로 하는 2차 사업은 지역사회 내 주거지원을 위한 자립 생활주택도 현 61개소에서 100개소까지 확대하고 탈시설 장애인들의 자립 정착을 돕기 위해 1인당 1천만원의 탈시설 자립정착금도 지원할 계획이라고 밝혔다.

또한 탈시설 장애인들의 자립지원을 위한 중심지원체계로 탈시설지원센터를 설치하고, 기존 장애인 거주시설의 기능변환을 적극 유도할 계획이다. 

박재홍 대구시 복지국장은 “대구시는 장애인 탈시설 자립지원을 선도적으로 추진해오고 있다”며, “지난 2015년 추진한 1차 사업을 통해 소기의 성과를 달성한 만큼 2차 탈시설 계획을 통해서도 지역사회와 장애인계와 힘을 합쳐 장애인들의 삶의 질을 높이고 인권보호에 도움이 되도록 최선을 다하겠다”고 말했다.
