【브레이크뉴스 대구】이성현 기자=대구시는 13일 중앙재난안전대책본부가 현행 사회적거리두기를 수도권 2단계, 비수도권 1.5단계로 조정하기로 함에 따라 오는 15일부터 28일까지 2주간 완화 된 정책을 실시한다고 밝혔다.

대구시는 “이번 1.5단계 조정은 지난 5주간 비수도권이 감소 추세를 유지하고, 다른 비수도권 권역이 모두 1단계 기준을 충족하고 있기 때문”이라고 밝혔다.

실제, 대구‧경북권역은 다른 지역과 함께 주간 일평균 국내 확진자수가 16.9명으로 낮게 나타나고 있고, 지역의 병상운영 상황이 20% 대로 여력이 있는 것으로 파악되고 있다. 이와 함께 장기간 집합금지와 운영 제한으로 인한 서민 경제의 피해가 누적되고, 자영업자‧소상공인의 반발이 격화되는 점 등도 고려했다.

그러나, 중대본은 5인 이상 사적모임 금지, 유흥시설에 대한 운영 제한 시간(22시) 조정의 2가지 특별방역조치는 지자체별로 완화가 불가하도록 공통사항으로 묶었다.  다만, 유흥시설 6종(유흥‧단란‧감성주점, 콜라텍, 헌팅포차, 홀덤펍)은 운영 제한 시간을 22시로 완화하되, 운영제한 시간 및 이용제한 인원 준수, 춤추기 금지, 테이블‧룸간 이동 금지, 전자출입명부 필수 사용 등‘핵심방역수칙’은 강화했다.

이 외에 식당‧카페, 실내체육시설, 노래연습장, 실내스탠딩 공연장 등의 다중이용시설은 운영시간 제한이 없어져 22시 이후에도 영업이 가능해지되,  중점관리시설 중 방문판매·직접판매 홍보관은 22시까지만 운영이 가능하도록 했다.

  5인 이상 사적 모임 금지는 단계 조정으로 인한 방역 완화 효과 최소화 및 개인 간 전파를 막기 위해 2주간 연장했다. 다만, 그간 개선 요구가 많았던 직계가족 모임과 시설관리자가 있는 스포츠 영업시설에서의 풋살, 축구, 야구 등 경기 개최는 예외적으로 허용하기로 했다. 주소지가 다른 가족의 모임은 현행대로 금지된다. 더불어 이와 함께 모임‧행사는 500명 미만으로 가능하고 500명 이상은 관할 지자체에 신고‧협의해야 한다.

 대구시는 정부 방침에 따라, 기본 위생수칙 준수 등 개인이 방역 주체로 참여를 요청하며 올바른 방법으로 마스크 상시 착용, 손 씻기(소독), 주기적 환기 등 이행을 강조했다. 특히, 정부가 자소 완화된 방침을 내놓았지만, 대구시는 음식물 섭취에 있어서는 각별한 주의(섭취안할 시는 마스크 쓰기 등)를 강조했다.

또, 자영업자와 소상공인의 생계 곤란으로 집합금지와 운영시간 제한이 해제되는 만큼, 협회‧단체의 자율적인 방역수칙 준수 점검‧감시체계를 강화하고, 방역수칙 위반시에는 과태료 처분과 별도로 2주간 집합금지를 엄격 하게 적용하겠다고 밝혔다. 

대구시는 이와 함께 고위험 시설인 요양병원의 종사자, 간병인 대상 PCR 선제검사 강화, 교회 등 종교시설의 미인가 교육시설 점검과 기타 종단 소속 외 종교단체에 대한 점검 및 방역 관리도 강화한다.

일부 시설 지역상황 고려한 방역수칙 적용

대구시는 정부의 수칙을 적용하면서도 일부 시설에 대해서는 지역상황을 고려해 방역수칙을 강화하기로 했다.

①실내스탠딩 공연장, 일반공연장에서‘박수는 가능하나 함성 및 음식섭취 금지’는 현행 방침을 유지한다. 이에 따라 최근 집단 감염이 발생했거나 감염 우려가 높은 다중이용시설 중 목욕장업, PC방, 오락실‧멀티방, 학원(교습소포함)‧직업훈련기관, 독서실‧스터디카페 등에서‘음식섭취 금지’는 비말에 의해 전파를 차단하고, 마스크 착용의 중요성을 강조하기 위해 유지된다.

또한, ②화투방(어르신쉼터)에 대한 방역수칙 의무화를 유지하고 ③학원과 유사한 영업형태로 운영되는 요양보호사‧장례지도사 교육기관은 학원과 동일한 방역수칙이 적용된다. ③돌봄기능이 필요한 어린이집, 지역아동센터는 정상 운영을 재개하되, 감염에 취약한 어르신들이 이용하는 경로당은 당분간 휴관을 유지하고, 요양‧정신병원 및 사회복지시설은 백신접종을 앞두고 안정적 관리가 필요한 점을 고려해 화상면회 등 비접촉면회만 허용키로 했다.

대구광역시 채홍호 행정부시장은“코로나19가 지역에서 발생한지 1년이 되었다. 우리 지역은 지난 3차례의 유행에서도 시민들의 자발적인 참여 덕분에 위험한 고비를 슬기롭게 극복할 수 있었다”고 강조하고“지금은 확진자 감소 추세와 경제의 어려움을 고려해 1.5단계로 하향 조정하지만, 언제든지 확진자가 증가할 수 있는 만큼 시민들께서는 마스크 착용과 거리두기 등 기본 방역수칙을 준수해 달라. 코로나19 종식 때까지 지속적으로 방역에 동참해 주실 것”당부했다.
