【브레이크뉴스 대구】이성현 기자=대구시민의 64.6%가 코로나 19 위기에 대응한 지난 2020년 대구시정을 긍정적으로 평가하고 있는 것으로 나타났다.

대구시가 오는 2월 18일 대구지역의 코로나19 첫 확진자 발생 1년을 맞아 지난 해 대구시의 코로나19 방역대책과 주요시책, 그리고 2021년 역점시책 등에 관한 시민들의 의견을 조사했다.

인구비례에 의거 무작위로 추출된 대구시민 1,000명을 대상으로 실시한 이번 조사에서 64.6%의 대구시민이 2020년 대구시 시정운영을 긍정적으로 판단했다. 부정평가는 35.4%였다.

시책 중 가장 잘했다고 생각한 것은 ‘세계최초 생활치료센터 운영 등 대구형 코로나19 방역’으로56.5%를 기록했다. 또, 37.9%는 ‘대구도시철도 엑스코선 건설 예비타당성 통과’를 꼽았다.

이번 조사에서 주목할 부분은 ‘대구시의 코로나19 방역 대책 및 정책‘평가였는데, ‘잘했다’는 긍정 평가가 응답자의 79.5%로 부정평가 16.9% 보다 62.6%p 높게 나타났다. 지난해 대구시는 재난지원금 늦장 지급, 의료진 수당 미지급 등의 억울한 누명을 쓰고 전국민과 시민들로부터의 비난을 감내해야 했다.

그러나, 2차와 3차 위기가 전국을 강타하면서 대구방역의 우수성과, 앞일을 예견한 듯한 권영진 대구시장의 시정방침이 옳았다는 사실, 여기에 권 시장의 암투병 등이 전해지면서 대구시정의 여론이 긍정적으로 선회한 것으로 분석된다.

가장 많은 비난 ‘마스크 쓰기’ “가장 잘한 일”

대구시는 지난 해 신천지 교회 발 대규모 집단 감염 발생에 대응하면서 마스크 쓰기의 중요성을 현장에서 집적 목격했다. 이를 토대로 ‘마스크 쓰기 운동’이 범시민 캠페인으로 전개됐고, 이는 곧 국내를 넘어 전 세계적으로 마스크의 중요성을 인식하는 계기가 됐다.

특히, 우리나라의 경우 마스크의 중요성은 과태료 부과를 통해서 절실하게 느낄 수있는데, 권영진 대구시장은 지난 해 5월 마스크의 절대적인 중요성을 강조하는 차원에서 ‘전 시민의 마스크 쓰기’를 강력하게 추진하면서 행정명령으로 과태료 300만원 정책을 추진했었다. 비록, 시민들의 반발과 당시 대구경북을 제외하고는 코로나 19 환자가 뜸했던 타 지역에서 비난이 거세지면서 중단됐지만, 2차 3차 코로나 19 위기가 도래되면서 정부 차원의 마스크쓰기 행정명령으로 확대됐다.

결국 마스크 쓰기 행정명령 및 운동은 대구시, 특히 권영진 대구시장의 결단이 옳았다는 것을 증명하는 계기가 됐고, 대구시 방역이 전반적으로 옳은 방향에서, 옳은 전략을 사용했으며, K방역에 앞서 D 방역의 성공이 전세계 코로나 위기 충격을 감소시키는 자부심으로 승화됐다. 이번 조사에서처럼 가장 많은 비난과 조롱을 받다시피 한 정책과 지자체장의 결단은 결국 가장 잘한 사례로 꼽히게 된 것.

한편, 시민들이 잘 지키고 있는 개인 생활방역수칙 중 그동안 제일 실천하기 어려웠던 분야가 무엇인지에 대해서는 ‘집회·모임·회식 자제하기’(31.8%)와 ‘사람과 사람 사이, 두 팔 간격 건강 거리두기’(29.3%) 등 순으로 나타났다. 또, 이례적으로 20대는 ‘마스크 착용 생활화’를 제일 실천하기 어려운 분야로 선택해 마스크의 일상화가 얼마나 힘든 일인지, 그 힘든 일을 잘 버텨주고 있는 대구시민들의 인식을 재확인시켜주기도 했다.

이와는 별도로, 2021년 대구시가 역점적으로 추진해야 할 정책(복수 응답)으로는 ‘민생경제 도약을 위한 회복탄력성 제고’ 라고 답한 응답자가 50.0%나 됐다. 또, ‘일상회복을 위한 대구방역체계 강화’ 도 40.2%, ‘사람을 키우는 인재 도시 대구 조성’ 이 37.2% 순으로 조사되어 코로나 19가 대구시의 개혁과 변화를 시도하는 계기가 될 것이란 점도 암시했다.

권영진 대구시장은 “대구에 코로나19 확진자가 발생한 지 1년을 맞이하며 그동안 솔선수범해 방역의 모범이 되어주신 시민 여러분께 다시 한 번 감사드린다”며 “2021년 시정 추진 방향으로 밝힌 핵심과제에 시민들의 관심도를 정책에 잘 반영해서 일상회복과 경제도약에 더욱 박차를 가하겠다”고 말했다.
