이종헌 정책총괄단장은 16일 오후 동인청사에서 '구미공단 폐수 방류 관련 기자설명회'를 열고 구미시에 '대구 시민의 건강권 확보를 위한 협조 요청' 공문을 보냈다고 밝혔다.

또 그는 구미공단의 오폐수 대응 강화와 구미 5공단 무방류 시스템 도입을 위해 노력해 줄 것으로 강력 히 요청했다.

이는 구미시장이 2022년 4월 체결된 ‘맑은 물 나눔과 상생 발전 협정서’를 파기하는 행보를 보인 데 대한 공식 대응으로 더이상 구미시와 취수원 다변화협상을 진행하지 않겠다는 의지이다.

현재 대구시는 전체 식수의 70%를 낙동강 지표수에 의존하고 있으며, 기존 구미공단은 일일 18만톤의 폐수를 발생시켜 낙동강 상류 폐수 배출량의 65%를 차지하고 있다.

특히 구미 산단의 낙동강 수질오염사고를 보면 페놀, 퍼클로레이트, 1,4-다이옥신, 불산, 과불화 화합물 등 총 9차례의 심각한 화학물질 사고를 일으켜 대구시민의 식수원을 위협한 바 있다.

대구시는 낙동강 환경 보전과 식수 안전 확보를 위해 기존 구미시 관내 전체 산업 단지에 대해 오폐수 정화 시설을 보강할 것,  구미 5국가산업단지에는 화학공장과 유독물질 배출 공장이 입주할 수 없도록 하고, 오폐수 무방류 시스템을 도입할 것 ,구미 5국가산업단지의 유치업종 확대에 대구시는 더이상 동의하지 않을 것이라는 3개 항의 입장을 밝혔다. 

홍준표 대구시장은 “구미 5산단에 입주하는 LG화학도 기업의 사회적 책임 강화를 위해 자체적으로도 오폐수 무방류 체계 도입에 나서주길 기대한다”고 말했다. 

이어 “지난 30년간 대구시민들은 상류 구미공단의 오염원 배출로 고통받아온 피해자임에도 낙동강의 식수를 얻기 위해 굽히고 인내해 왔다”며, “안동댐 1급수 댐물을 가져오는 고르디우스의 매듭을 끊는 발상 전환으로 대구시민들의 안전과 건강을 지키겠다”고 강조했다.

한편 대구시는 안동시와 원수 공급을 위한 실질적 추진에 박차를 가하고 있으며 조만간 안동시와 대구시의 상생협력을 위한 구체적인 방안을 마련해 발표할 예정이다.

In order to preserve the environment of the Nakdong River and secure drinking water safety, Daegu City will reinforce wastewater purification facilities for all industrial complexes within Gumi City. In addition, Daegu City expressed three objections that it would no longer agree to the expansion of businesses to attract the Gumi 5th National Industrial Complex.

Daegu Mayor Hong Jun-pyo said, “I expect that LG Chem, which is located in the 5th industrial complex in Gumi, will also introduce a zero wastewater discharge system to strengthen corporate social responsibility.”

He continued, “For the past 30 years, Daegu citizens have persevered and bent over to obtain drinking water from the Nakdong River even though they have suffered from the discharge of pollutants from the upstream Gumi Industrial Complex. We will protect the safety and health of our citizens,” he said.

Meanwhile, the city of Daegu is spurring the practical implementation for the supply of raw water with the city of Andong, and plans to announce a concrete plan for the win-win cooperation between the city of Andong and the city of Daegu in the near future.
