【브레이크뉴스 대구】진예솔 기자=대구지방검찰청 형사1부가 지역내 요양원 직원에게 폭언과 욕설을 한 혐의로 김하수 청도군수를 피의자 신분으로 입건하고 본격 수사에 착수했다.

13일 검찰에 따르면 문제의 통화는 지난해 3월 21일 김 군수와 요양원 관계자 간 통화 과정에서 발생했다. 요양원 직원 A씨(64)는 해당 통화에서 도저히 입에 담기 힘든 욕설과 협박성 발언, 여성 비하 표현을 들었다며 지난  8일 김 군수를 모욕죄로 고소했다.

A씨는 고소장에서 “폭언 이후 극심한 정신적 충격을 받아 현재까지 정신과 치료를 받고 있다”고 주장했다. 또 언론과의 인터뷰에서도 “10개월째 트라우마로 인해 잠에서 깜짝 놀라 깨는 일이 반복되고 있다. 평생 갈 것 같다”고 호소했다.

녹음 파일에는 김 군수가 “주둥아리 함부로 지껄이지 말라. 죽여버린다”는 등의 협박성 욕설과 “여자가 자기가 뭐 그렇게 잘났다고”라는 여성 비하성 발언이 담긴 것으로 전해졌다. 당시 전화 통화에 있었던 요양원장은 김 군수를 말리려 했으나, 욕설은 이어졌다고 진술한 것으로 알려졌다.

검찰은 요양원장이 확보한 통화 녹음 파일과 피해자 진술, 정신과 진단 기록 등을 토대로 사실관계 파악에 나섰다. 검찰은 우선 피해자 조사를 마친 뒤 김 군수를 소환해 통화 경위와 발언 취지 등을 조사할 계획이다.

김 군수는 이날 오전 열린 기자회견에서 “부적절하고 거친 표현으로 당사자와 군민 여러분께 걱정과 실망을 끼쳐 공직자로서 깊은 책임을 느낀다”며 “어떠한 경우에도 타인을 향한 폭언이나 부적절한 표현은 정당화될 수 없다”고 머리를 숙였다. 이어 “당사자가 사과를 받아들일 때까지 진정성을 갖고 사과하겠다”고 밝혔다.

김 군수 측은 당시 요양보호사협회 관련 사안을 두고 요양원장과 의견을 나누는 과정에서 제3자의 발언을 전해 듣고 감정이 격해져 전화를 걸었다고 해명했다. 

다만 요양원장은 “보도를 계기로 이뤄진 사과는 진정성으로 보기 어렵다”며 사과를 받지 않은 것으로 전해졌고, 피해자 A씨 역시 법적 대응을 이어가겠다는 입장을 고수하고 있다.

The Daegu District Prosecutors' Office's Criminal Division 1 has filed a complaint against Cheongdo County Mayor Kim Ha-soo for verbally abusing and swearing at a nursing home employee and has launched a full-scale investigation.

According to the prosecution on the 13th, the in question call occurred on March 21, 2025, during a phone call between Mayor Kim and a nursing home official. Nursing home employee A (64) filed a defamation complaint against Mayor Kim on January 8th, claiming he heard unspeakable profanity, threatening remarks, and misogynistic language during the call.

In the complaint, A claimed, "I suffered extreme psychological trauma following the verbal abuse and am currently receiving psychiatric treatment." In a media interview, he also complained, "For the past 10 months, I have been repeatedly startled awake from sleep. I feel like this will last a lifetime."

The recording reportedly contained threats and abusive language, including, "Don't talk nonsense. I'll kill you," and derogatory remarks about women, such as, "What's so great about a woman?" The nursing home director, who was present on the phone, reportedly stated that she attempted to intervene, but the verbal abuse continued.

The prosecution is investigating the facts based on the recording of the call obtained by the nursing home director, the victim's statement, and psychiatric records. After initially interviewing the victim, the prosecution plans to summon Kim to question him about the circumstances of the call and the intent of his remarks.

At a press conference held that morning, Governor Kim stated, "As a public official, I feel a deep sense of responsibility for causing concern and disappointment to the person involved and the residents with my inappropriate and harsh language. Under no circumstances can abusive language or inappropriate expression directed at others be justified." He continued, "I will sincerely apologize until the person involved accepts an apology."

Governor Kim's side explained that while discussing matters related to the Nursing Home Association with the nursing home director, he became emotional after hearing a third party's comments, leading to the phone call.

However, the nursing home director reportedly refused to accept the apology, stating, "An apology offered in response to a report cannot be considered sincere." Victim A also maintains his position that he will continue to pursue legal action.
