대구광역시의회 배지숙 의원(문화복지위원회, 달서구6)이 제284회 임시회에서 대구광역시 사회복지사 등의 처우 및 지위향상에 관한 조례 전부개정조례안을 대표 발의하여 대구시 복지증진에 나섰다.
배지숙 의원은 “사회복지 종사자들은 유사 업무를 하고 있음에도 시설에 따라 서로 다른 임금체계를 적용받고 있어 상대적 박탈감을 느끼는 경우가 많고, 이는 근로의지 상실로 이어져 이직을 고려하는 종사자들이 많은 상황”이라며 현행 제도의 문제점을 지적했다.
그러면서, “이것이 전문적이고 안정적인 사회복지서비스를 제공하는데 큰 장애요인이 되고 있다”며 “사회복지사 등의 처우개선과 지위 향상을 위해 실질적으로 필요한 사항을 규정하여 대구시 복지증진에 기여하고자 조례 개정에 나섰다”며 조례안 발의에 나선 배경을 밝혔다.
배 의원이 발의한 조례안은 사회복지사 등의 처우개선과 적정 인건비 기준 준수 등에 대한 시장의 책무 명시와, 3년 단위의 처우개선계획을 수립, 사회복지사 등의 보수가 사회복지전담공무원 보수 수준에 도달하기 위한 연차적 개선 계획 및 예산확보 계획 포함 등을 골자로 한다.
그 밖에도 운영주체 변경 시 사회복지사 등의 고용보장, 사회복지사처우개선위원회에 다양한 주체의 참여, 사회복지현장 의견수렴을 위한 실무위원회 설치 등을 담아 사회복지사의 처우 개선을 위한 다양한 제도적 뒷받침을 마련하였다.
배지숙 의원은 “이번 조례 개정을 계기로 사회복지사 등의 처우와 근무여건이 개선되어 안정적인 환경에서 근무하게 되길 바란다”면서 “사회복지사 등의 근무 안정이 대구시 사회복지 증진과 시민의 삶의 질 향상에 기여하는 선순환의 시작이 될 것”이라고 말했다.
