【브레이크뉴스 대구】진예솔 기자=우리복지시민연합이 지난 10일 대구시의회 경제환경위원회 심사를 통과한 소상공인 지원 조례 개정조례안을 적극 환영하며 본회의 통과를 촉구했다.

최근 김정옥 대구시의원은 대구광역시 소상공인 지원에 관한 조례 일부개정조례안을 대표 발의했다.

해당 조례는 1인 자영업자가 폐업하면 납부한 고용보험료의 30%, 산재보험료는 기준보수 등급에 따라 50%를 각각 환급해주고, 내년부터 고용보험료 지원 대상을 50인 미만 근로자를 고용하는 자영업자까지 확대하며 지원 비율도 50%까지 증액하는 내용을 골자로 한다.

2021년 12월만 하더라도 17개 광역단체 중 서울·부산·인천·광주·경기도·경상북도와 대전, 울산 등이 조례를 통해 소상공인 및 고용보험 임의가입 대상자에게 고용보험료를 지원하고 있었지만 대구시는 이와 관련한 제도가 마련되지 않은 상태였다.

이에 우리복지시민연합은 대구시와 8개 구·군에 고용보험료를 지원하는 조례를 제정할 것을 강력히 요구하였고 지난해 8월에는 고용보험에 가입한 모든 소상공인에게 고용보험료를 지원하도록 「소상공인법」 시행령이 개정되면서 소상공인의 고용보험료 지원 필요성이 더욱 부각되었다.

이 가운데 최근 대구시의회 김정옥 의원이 조례를 발의한 데 이어 해당 조례가 상임위인 경제환경위원회를 통과하면서 대구 지역 소상공인들의 기대가 한층 높아지고 있다.

해당 조례는 오는 16일 제298회 임시회 본회의에서 표결에 부쳐질 예정으로 조례가 통과되면 오는 5월 1일 시행되어 대구의 1인 자영업자 1,300여명이 혜택을 볼 것으로 전망된다.

우리복지시민연합은 “조례 개정을 환영하며 반드시 통과되길 바란다.”는 기대를 밝히며 “고용보험 임의가입자이자 지역 내 거주자 및 지역 내 사업장에 종사하고 있는 사람을 대상으로도 고용보험료를 지원하는 방식으로도 확대하길 바란다.”는 당부를 전했다.

In response, the Welfare Citizens' Coalition strongly demanded that Daegu City and eight districts and counties enact an ordinance to support employment insurance premiums. With the revision, the need for subsidy for employment insurance premiums for small business owners was further highlighted.

Among them, Daegu city council member Kim Jung-ok proposed an ordinance, and as the ordinance passed the Economic and Environment Committee, a standing committee, the expectations of small business owners in the Daegu area are rising.

The ordinance will be put to a vote at the 298th extraordinary general meeting on the 16th, and if the ordinance is passed, it is expected to come into effect on May 1st and benefit 1,300 self-employed people in Daegu.
