‘경북드림밸리’라는 이름으로 2016년 공식 출범한 김천혁신도시는 단순한 공공기관 이전 도시에서 벗어나, 교육·연구·산업을 아우르는 지속 가능한 신성장 거점으로 변모하고 있다.

10년의 성과, 정주 여건과 삶의 질 향상

총 381만㎡ 부지에 12개 공공기관이 이전을 완료한 김천혁신도시는 현재 9,605세대, 23,407명이 거주하며 안정적 정주 환경을 구축했다. 초기 공공기관 구성은 공기업 3개, 정부기관 7개, 기타 공익기관 2개로 산업 유치와 경제 파급효과 측면에서 한계가 있었지만, 김천시는 이를 기회로 삼아 생활 인프라 확충과 미래 산업 육성을 동시에 추진했다.

시민 삶과 직결되는 생활 밀착형 인프라가 그 대표적 성과다. 육아종합지원센터는 연간 3만 명 이상이 방문하며 장난감 대여, 부모 교육, 아동 발달 프로그램 등을 제공해 양육 가정의 필수 거점으로 자리 잡았다. 율곡시립도서관은 단순 독서 공간을 넘어 주민 참여형 문화 프로그램을 운영하며 지역 문화의 중심 역할을 수행하고 있다.

녹색미래과학관은 전국적 과학문화 허브로 성장, 상반기 교육프로그램 참여자만 16만 명에 달했다. 청소년테마파크는 실내외 놀이·문화 공간과 다양한 프로그램을 갖추어 지역 청소년과 가족 단위 방문객 모두에게 사랑받는 공간이 됐다.

주민 건강과 생활체육 활성화를 위한 시설도 확대되고 있다. 율곡동 국민체육센터는 127억 원을 투입해 2026년 3월 완공 예정으로, 수영장·다목적 체육관·헬스장 등 종합 운동시설을 갖춘다. 또한 반려동물 놀이터 조성 사업은 반려인과 반려동물이 함께 어울리는 공간을 마련해 친화도시 조성의 상징적 시설로 주목받고 있다.

미래 모빌리티 산업, 전략적 거점으로 자리매김

김천시는 혁신도시 이전 공공기관인 한국교통안전공단과 연계해 미래 모빌리티 산업 육성을 본격화했다. 공단은 자동차 안전기술, 자율주행, 전기차 전환, 드론·UAM 등 핵심 분야에서 국내 최고 수준의 기술력과 인프라를 갖추고 있다. 김천시는 이를 기반으로 친환경차·자율주행·드론·튜닝 산업을 아우르는 모빌리티 산업 생태계를 조성 중이다.

튜닝안전기술원(2023년 12월 준공)과 드론자격센터(2024년 9월 준공)를 시작으로, 모빌리티 튜닝산업 지원센터, 자동차 주행시험장, 미래차 부품 친환경 소재 전환지원센터 등 연구개발·실증·상용화를 한 곳에서 수행할 수 있는 시설이 갖춰지고 있다. 이를 통해 관련 기업 집적 효과를 극대화하고, 첨단 튜닝산업 클러스터의 중심지로 도약한다는 계획이다.

강소형 스마트도시, 데이터 기반 미래 도시 구현

김천시는 올해 국토교통부 주관 2025년 강소형 스마트도시 조성사업 대상지로 선정됐다. 총 160억 원 규모의 예산을 투입, 모빌리티 서비스·도시케어·산업지역·데이터 등 4대 핵심 분야를 추진한다.

특히 혁신도시와 원도심을 연결하는 DRT(수요응답형 교통) 서비스는 대중교통이 부족한 주민들의 이동권을 보장하며, 친환경 자율주행차 도입으로 미래 모빌리티 환경에 대응한다. 교통망 개선뿐 아니라 산업지역 물류 효율화, 도시 안전·복지 서비스 강화, 데이터 기반 행정 혁신까지 포괄하는 종합 스마트도시 모델 구축이 목표다.

김천혁신도시는 교육·연구·산업이 결합된 복합지식도시로 확장을 추진 중이다. 조달교육원, 국제종자생명교육원, 첨단자동차검사연구센터 등은 연간 수천 명 규모 전문 인력을 양성하며 지역 산업과 학문을 연결한다.

경북ICT이노베이션스퀘어, K-하이테크 플랫폼 공동훈련센터 등 첨단 기술 교육 인프라도 확대되고 있으며, 국토안전교육원과 농림축산검역본부 교육센터(2028년 완공 예정)는 연간 수천 명 규모 전문인력 양성을 통해 지역 경제 활성화와 산업 인프라 확충에 기여할 전망이다.

김천시는 공공기관 정착 지원과 지역사회 상생 기반 마련을 통해 활발한 소통과 협력을 이어가고 있다. 배낙호 김천시장은 “혁신도시의 공공기관들은 단순한 입주기관이 아니라 지역과 함께 호흡하며 미래 전략산업을 준비하는 상생의 파트너”라며, 추가 공공기관 이전과 전략산업 육성에도 힘을 모을 것임을 강조했다.

Gimcheon City was selected as a target for the Ministry of Land, Infrastructure and Transport's 2025 Small Smart City Development Project. A total budget of 16 billion won will be allocated to four key areas: mobility services, urban care, industrial zones, and data.

In particular, the DRT (Demand Response Transit) service connecting the innovation city and the downtown area will ensure mobility for residents lacking public transportation, and the introduction of eco-friendly autonomous vehicles will address the future mobility environment. The Procurement Training Center, the International Seed and Life Education Center, and the Advanced Automobile Inspection Research Center will train thousands of professionals annually, connecting local industry and academia.

Advanced technology education infrastructure, including the Gyeongbuk ICT Innovation Square and the K-High-Tech Platform Joint Training Center, is also expanding. The National Land Safety Education Center and the Animal and Plant Quarantine Agency Training Center (scheduled for completion in 2028) are expected to contribute to the revitalization of the local economy and the expansion of industrial infrastructure by training thousands of professionals annually.

Coexistence and Harmony: The Beginning of "Innovation City Season 2"

Gimcheon City is actively communicating and collaborating by supporting the establishment of public institutions and establishing a foundation for mutual growth within the local community. Mayor Bae Nak-ho of Gimcheon City stated, "Public institutions in the innovation city are not simply resident institutions; they are partners in mutual growth, working together with the local community to prepare for future strategic industries."
