최근 대구문화예술진흥원은 노중기 작가를 대구미술관장으로 확정 공고 했다. 노중기 작가는 홍준표 대구시장의 영남고 동기로 지난해 5월에서 8월, 대구미술관에서 열린  ‘지역작가 조명전-노중기전’에 홍준표 대구시장 초상화를 전시해 논란이 된 바 있다.

전시로 인해 논란이 일었던 당시 일각에서는 ‘노중기전’이 대구미술관 외부 요구로 마련되었다는 의혹이 불거지기도 했다.

이와 관련하여 대구경실련은 3일 성명을 통해 “낙하산 인사가 관행이라는 점을 감안하더라도 노중기 대구미술관장 선임은 용납할 수 없는 인사”라며 비판에 나섰다.

대구경실련은 “지난 12월 취임한 대구메트로환경 변태현 사장도 홍준표 대구시장의 고교동기”라며 “1976년 9급 사서공무원으로 입직해 평생 사서로 일하다 퇴직한 변태현 사장은 퇴직 후 수성문화재단 사외이사 등을 지낸 인사”라고 설명했다.

뿐만 아니라 홍준표 대구시장의 제20대 대선 국민의힘 경선후보 캠프에서 토론특보로 활동했던 대구 엑스코 표철수 신임 사장과 경남 양산시의원을 지냈던 이장호 검단산업단지관리공단 전무이사 등을 사례로 들며 “전문성, 능력 여부와 상관없이 홍준표 대구시장과의 직·간접적 인연으로 대구시와 유관기관에 기용된 인사는 많다”고 꼬집었다.

그러면서 “홍준표 대구시장은 취임사에서 ‘우선 널리 인재를 구하겠다, 혈연과 학연, 지연에서 벗어나 능력이 검증된 유능한 인재를 모시겠다’고 선언한 바 있다”고 말하며 “이들이 널리서 구한 능력이 검증된 유능한 인재가 아니라면 이는 시민을 기만한 것”이라고 강하게 비판했다.

대구경실련은 “대구시정 비판에 대한 홍준표 대구시장, 대구시의 태도를 감안하면 노중기 관장 선임에 대한 비판과 우려는 ‘기득권 카르텔의 개소리’ 정도의 취급을 받을 가능성이 크다”며 “비판하는 이들은 보복을 당할 수도 있다”고 말했다.

나아가 “하방한 정치인을 자처하며 관사에 거주하고 있는 홍준표 대구시장과 그가 전일적으로 지배하고 있는 대구시가 지역사회 구성원들을 다루는 방식”이라면서 “노중기 대구미술관장 선임과 같은 일이 유야무야된다면 이러한 일은 지속적으로 되풀이될 수밖에 없는 것”이라고 강조했다.

대구경실련은 “노중기 관장 선임은 대구미술계의 수치로 지역의 망신이자 미술계의 퇴행”이라며 “노중기 작가를 대구미술관장으로 선임, 임명한 대구문화예술진흥원과 대구시를 강력하게 비판하며 이를 취소하고 노중기 대구미술관장 채용 관련 정보를 모두 공개하는 것과 그의 자질과 능력을 공개적으로 검증할 것”을 요구했다.

아울러 “대구시의회는 대구미술관장, 대구메트로환경 사장 등 논란이 될 수밖에 없는 채용에 대한 행정사무조사를 실시할 것을 요구한다”고 덧붙였다.
